Supervise Headquarters Staff consisting of engineers, program and support staff to coordinate efforts and oversee the execution of SRM, MILCON and Capitol Improvement programs for all facilities and infrastructure at each of the ten Surface and Undersea Warfare Centers. Establish policy and procedures for Infrastructure and Facilities management and construction for the Naval Surface and Undersea Warfare Centers operate the Navy's full spectrum research, development, test and evaluation engineering, and Fleet support centers for offensive and defensive systems associated with surface warfare, undersea warfare and related areas of joint, homeland and national defense systems from the sea to include ship, submarine and supporting equipment and technology design and acquisition. Coordinate MILCON and SRM programs across all NSWC and NUWC division, detachments and subordinate sites.

Afghanistan

Duties include: - Supervise four teams of 25 local national and expatriate engineers monitoring projects throughout Afghanistan.- Trained and manage over 70 community monitors, with a final end strength of 100 monitors, located throughout Afghanistan. - Manage teams providing verification for World Bank funded construction projects. - Improved monitoring and community involvement in World Bank funded projects by utilizing local community members. Expanded World Bank's first pilot program of 19 community monitors to an enhanced program with a current total of over 47 trained community monitors. - Prepare monthly, quarterly and annual reports for World Bank and International donor use on the status of the World Bank funded construction managed by the Government of Afghanistan Ministries of Energy and Water and Education.- Prepare and present quarterly and annual briefs to senior World Bank staff. - Maintain excellent rapport with the World Bank Staff, Bank consultants and Afghan Government Ministries.- Developed programs of monthly coordination and mentoring of Afghan Ministry of Energy and Water and Ministry of Education Staff to aid in development of their internal construction quality assurance programs.

Duties included: - Managed multiple construction projects, to include $56M jail and $1M inebriate transfer station for the Municipality of Anchorage. - Coordinated and directed preparation of design documents, environmental studies, economic studies and program funding. Responsible for oversight of construction project documents, budget, scheduling, RFIs, CCDs, changes and submittal tracking. Conducted inspections for compliance with plans, specifications, and regulations. - Conduct Quality Assurance program for construction of $54 M Pre-Trial Facility for the Municipality of Anchorage and State of Alaska.

Alaska

Duties included: - Prepared technical plans and studies for programming of remediation of Formerly Used Defense Sites (FUDS). - Prepared sampling plans for installation of groundwater sampling wells and conducted well development/sampling. Conducted soil, air and groundwater surveys and prepared samples at remote sites throughout Alaska. - Screened soil for remediation of pipeline spill contamination at Ft. Greely, Alaska and Pipeline Pass (Anchorage), Alaska. - Prepared remediation plans for sites containing soil and groundwater contamination. - Planned and conducted Quality Control program for environmental remediation projects throughout Alaska including Kodiak, Cold Bay, Anchorage, Hynes, Delta Junction and remote sites in the interior and the Aleutian Islands.
