Also for a systems engineering client, engineered proposals that won two $500M Army R&D IDIQ contracts.For a small business electronic niche manufacturer who desired a presence at APG, I established and manned a marketing/sales office there. From personal connections, developed and executed a Call Plan for 100+ senior technical-management contacts thus providing the manufacturer exposure to the key decision makers and technical leaders. I identified seven viable opportunities and had negotiated intents to team with three businesses well known to the Army. Before those could mature into business under solicitation, the owners sold the business, and the new owner refocused it to its roots at Ft. Belvoir.For a start-up client, I researched State and Federal Governments' need for a proprietary Section 508 Web-site Accessibility Assessment tool. Upon determining the significant investment required to tailor a COTS offering, I recommended redirection of corporate strategy.For a small system integrator, was tasked to rewrite response to proposal sample task after Red Team scored it unacceptable. Laid out one-year plan to achieve Milestone B decision, and wrote substantiating text. Response graded “Blue” (Superior) by Gov’t evaluators.

Managed New Business Pipeline--Identified, Developed, and Captured new business opportunities. Placed Telos on teams pursuing multi-billion-dollar IT management opportunities. Captured several technology demonstrations for Telos' proprietary database access tool. Marketed the tool (Virtual db) into DoD logistics community and won four small (under $50K) sole-source task orders to demonstrate tool’s utility in processing live logistics data. Won position on DoD IT prime integrator’s team pursuing Army’s Wholesale Logistics Modernization Program and demonstrated the tool’s functionality at trade shows as member of the prime’s marketing team.

In 1967, I joined Auerbach Corp. as a staff reliability and systems engineer and six years later was promoted to management. Through a series of mergers and acquisitions over the next 24 years, I held increasingly responsible management positions in successor corporations: Calculon, Operations Research, Inc. (ORI), and Atlantic Research Corporation’s Professional Services Group (PSG). There I nurtured a consultancy focused on supporting Army and Marine Corps PMs developing and testing state-of-the-art C4I systems. After CSC acquired PSG, I was assigned to CSC’s System Engineering Division until 1997 (30 years total service to CSC) and won a $160M Omnibus T&E/M&S contract at the Army Electronic Proving Ground. My initial assignments at Auerbach (six years total) were in reliability, communications, and systems engineering. After winning a nine-month Marine Corps study contract I was promoted to management where (over the following 24 years) I operated a technology-based professional services unit that provided wide-ranging technical and engineering services to diverse clients, including the Army, Air Force, and Marine Corps. Upon exiting CSC, I had grown my organization from that single study contract at Auerbach to 300 professionals, with a $30M annual budget and exercised full P&L and engineering sign-off authority and responsibility.During that time, I became a Subject Matter Expert (SME) in business development, capture management and proposal crafting. I identified and addressed scores (+/-60) of competitions and won most, under-girding a 24% compound average annual revenue growth rate over that period. Performed duties of: Business Developer; Win Strategist; Capture Manager; Proposal Manager; Proposal Writer (Technical, Management, Past Performance, Logistics, and cost/price); and Color Team Reviewer.In addition, the other common thread through my career is writing, both expository (technical writing) and persuasive (proposal writing).

(cited above):• Engineered, wrote and edited the System Performance Specifications and signaling protocols for the US Marine Corps program manager developing the software-embedded digital telephone switching central (AN/TTC-42) and switchboard (SB-3865). Concurrently maintained the program’s 20-year historical records depository embracing both technical and programmatic documentation. • Supervised a team of writers that developed a series of Army Field Manuals explaining the doctrine for a family of (embedded) computer-based communications systems. Later supervised team that developed and presented (to TRADOC standards) a 40-hour course based on FMs. • Authored Army New Equipment Training (NET) manual for the analog switching equipment AN/TTC-38 and SB-3614. Using the NET manual, developed and conducted a 40-hour training course of the telephony functionality and concomitant doctrinal changes.
