Rob worked for 17 years with the California Office of Emergency Services (CalOES) at the nationally recognized California Specialized Training Institute (CSTI). He is an adjunct instructor for the Naval Postgraduate School, Center for Civil-Military Relations. He has also taught for the CA National Guard, National Inter-Agency Civil-Military Institute, the League of CA Cities, and Cal Poly State University, San Luis Obispo.Rob was on the SEMS Training Sub-Committee developing a standardized emergency response training curriculum for CA. He was a member of Senator David Roberti’s task force on training after the Northridge Earthquake and a representative to the national committee developing the Emergency Management Accreditation Program. Rob has developed curriculum related to emergency managers’ roles and responsibilities, ICS/EOC action planning, business and industry, EOC information systems, adult-child mentoring, and firearms. He has spoken at seminars and conferences around the country. Rob is a nationally recognized ICS trainer to police, fire, public works, utilities, medical, and military personnel. He has provided training world-wide in ICS, media relations, EOC design and function, disaster planning, business continuity, and law enforcement. Rob has lectured and facilitated disaster exercises in countries of the Pacific Rim, South and Central America, Eastern Europe, Asia, Africa, and the Middle East.

25 years with the Los Angeles Police Department (LAPD) working patrol, tactical operations, investigations, administration, and emergency management. Rob coordinated implementation of the California (CA) Standardized Emergency Management System (SEMS) and the Incident Command System (ICS) in the City of Los Angeles (LA). He was the lead in remodeling the LA Emergency Operations Center (EOC) after the 1992 LA riots. This included redesign of the facility, information systems, and staffing patterns. Rob received a commendation from the LA City Council for all his emergency management efforts. He retired from LAPD as a Sergeant in 1996.
