Mr. Goebel works as a Project Controls Manager and Contracts Administrator performing scheduling, cost analyses, proposal and estimating functions. Mr. Goebel is responsible for supplying deliverables to the Government including the Master Integrated Project Schedule, WBS Dictionary and monthly Cost Performance Reports. Other responsibilities include Earned Value Management Reporting, Program Management Office support, schedule updates, development of cost loaded schedules for proposals, invoicing reconciliation, Primavera 6.2 database management and other functions as directed.

Mr. Goebel works as a Program Manager performing, cost analyses, estimating and scheduling functions for a Project Management Company at the $225 million dollar Harbor College renovation in Southern California. Mr. Goebel is responsible to maintain the overall Master Program Schedule encompassing 40 projects. He assists the Project Managers in schedule updates and analyses, and then integrates their project schedules into the Master Program Schedule. Mr. Goebel performs an additional function of negotiating contractor claims. He is also responsible for invoicing, contract interpretation and program budgets. Additionally, Mr. Goebel is the Project Safety Officer responsible for maintaining safety on all site projects. Other collateral duties include updating the owner on all aspects of the program, writing the monthly report, updating and training personnel on the Project Management Software system and handling special projects as they relate to unforeseen conditions found during construction.

Mr. Goebel worked as a Senior Cost Controls Consultant performing scheduling, cost analyses and estimating functions for the construction of Cahuenga Elementary School. He was assigned the tasks of maintaining the project schedule and negotiating sub-contractor claims. In order to maintain the schedule for the timely opening of the school, he had to continually update the progress and coordinate with the OAR. These projects were managed by Expedition. Mr. Goebel was also assigned to Swinerton Management & Consulting performing analyses of shopping malls and condominiums, estimates of commercial building retrofits and constructability studies. The scheduling of the projects had to be coordinated with the construction departments to maintain owner control of the project's respective costs. Mr. Goebel also assisted Irwin Industries with the restructuring of their scheduling and estimating departments. He was assigned the tasks of integrating the Primavera Scheduling software with the Estimating software for competitive bidding of projects. The schedules had to be continually updated for the Electrical and refinery client's critical outage schedules.

International Engineering Firm, Division of AECOM Company. Mr. Goebel was assigned to the world's largest renovation project, US Pentagon. This renovation was being under taken by a Joint Venture between the Government and Engineering firms. Being the Senior Estimator and Cost Analyst for special projects, he was responsible to the Chief Estimator for all analyses of project schedules and cost estimating of the entire renovation project valued at $4.5 billion dollars. He helped maintain the critical Primavera Schedule of Wedge One Rebuild in order to keep the job moving and make the critical completion deadline of one year. He was responsible for contract negotiations and justification to Program Management for project costs and budgets as compared to the project schedule. Mr. Goebel was required to negotiate contractor claims, analyze program impacts and perform DCAA & FAR auditing functions. Mr. Goebel was also part of the Construction Management Team functioning as the Lead Estimator, Procurement Manager and Safety Officer and was responsible for scheduling, estimating and procuring the Fire and Security Upgrade Project for Philip Morris USA. The sub-contractor's schedules were part of their deliverables and they had to be integrated with the complex schedule of the various projects. These projects upgraded the security, fire, telecommunication and information technology systems at 18 sites in; and encompassed more than $26 million dollars worth of upgrades. The sites communicated through routers and a WAN telecommunication system.
