Provides leadership to help advance the mission of the West Virginia Board of Education and the West Virginia Department of Education through the articulation of issues and development of policy for matters related to educator quality for the primary purpose of improving student learning: educator preparation, recruitment, retention, and alternative certification.Develops and support the Office of Certification and Professional Preparation team by fostering positive relationships toward the common goal of assuring that all educators are appropriately licensed to be highly effective. Collaborates with higher education to assure increased rigor and relevance in educator preparation programs that prepare educators to be successful in next generation learning environments.Serves as the state representative to the National Association of State Directors of Teacher Education and Certification (NASDTEC); the Teacher Education Advisory Council (TEAC); the West Virginia Commission for Professional Teaching Standards (WVCPTS); Council for the Accreditation of Educational Preparation (CAEP); WV Legislature; and other boards and commissions that advance educator quality agendas.Provides leadership and organizational management skills to support the ongoing implementation of CAEP accreditation for all WV Institutions of Higher Education with Educational Preparation Programs. In addition, provides leadership for the development, revision, and implementation of State Board policies related to the licensure of educational personnel and the approval of educational personnel preparation programs while building consensus among groups to bring about positive change.Responsible for large budgets that include federal, state, and grant funding as well as the daily operations of office including, monitoring, and evaluating all office personnel and activities to ensure effective and efficient operations.Works effectively as a team member to support all initiatives of the WVDE.

Develop, implement, and provide leadership on issues of policy, W. Va. State Code, and federal guidelines for matters related to educator preparation accreditation and program review of traditional and alternative routes, educator quality including teacher retention and recruitment, testing, professional development, and federal programs. Facilitate the alignment of educator preparation programs and the quality of its candidates with state needs and priorities.Responsible for overseeing statewide areas of licensure of teachers and educational personnel, the state approval of educational personnel preparation programs, budget management, and for supervising staff and daily operations of the Office of Professional Preparation. Primary liaison to WV institutions of higher education (IHE) with educator preparation programs including the coordination and quality control of all reviews and reviewers of content area program reports submitted for state recognition. Select and recruit IHE faculty for accreditation and program reviews. Conduct reviewer training on NCATE/TEAC (CAEP) standards and process for eligible state reviewers.Currently a Council for the Accreditation of Educator Preparation (CAEP formerly NCATE) Site Visitor (formerly Bard of Examiner BOE) -- assigned to participate in site visits to education preparation providers (EPPs) across the nation (and internationally) during professional accreditation of teacher education programs.Provide technical assistance to external agencies through securing expertise, advice and research to assist the agency in meeting the goals and priorities of the state. Draft, review, and submit grant applications within and across agencies. Respond to information requests from agency members, external constituents and members of the WV Legislature as it pertains to proposed or current legislation. Provide customer service to constituents in matters of licensure, preparation, and highly qualified educators.

Coordinator in the areas of teacher and educational personnel licensure in the state of West Virginia and the approval of teacher and educational personnel preparation programs from all West Virginia institutions of higher education.Responsible for coordinating institution of higher education accreditation visits, licensure applications, responding to constituents information requests, data collection and analysis, report writing, and providing technical assistance to all school districts across the state. Worked collaborative across divisions within the agency and served as a team member in collaborative projects with external agencies.

Areas of responsibility included program/services administrator; coordination and supervision of work among a large network of regional and national partner organizations; ESL consultant for program serving five state departments of education; editor of monthly newsletter; workshop presentations and technical assistant provider to build capacity in matters related to education at the P-20 level. Worked with and managed large budgets for projects involving individual schools, districts, consortia, and state agencies. Conducted Instructional Learning Appraisals at the school and district levels across states within the organization's multi-state territory.

Taught Spanish courses at all levels.

Areas of responsibility included dissemination of educational research information, report and publication writer, workshop presentations, virtual digital reference sessions, Web page creation, and database building. Part of a national and international information dissemination network. Responsible for responding to educational inquiries, over 100+ daily, to constituents across the country and internationally.
