In 2020, Mr. Healy completed a 43 year career in bridge and highway engineering experience, including significant project management experience. Mr. Healy recently retired from his position as a Director in the structures group at RK&K, where he provided technical direction and project management skills to many kinds of structural assignments. In his previous position, Mr. Healy managed the day-to-day operations of RK&K’s 30+ person structures staff, including engineers and technicians, in the performance of bridge and structures engineering for numerous public and private clients. As an RK&K Director, Mr. Healy’s duties include technical, managerial, supervisory, operational and business development activities. Also of relevance is his previous management experience within the Maryland State Highway Administration (SHA) Office of Structures (OOS), where as Deputy Director of OOS for fifteen years, he participated in design, inspection and maintenance activities related to managing an inventory of more than 2,500 bridges and 5,000 small structures. Daily duties included supervisory and management functions for an in-house staff of more than 100 engineers, inspectors, technicians and clerical staff responsible for the administration of a bridge construction program exceeding a $100M annual budget. Mr. Healy represented Maryland on the AASHTO Subcommittee on Bridges and Structures for a dozen years. Project management experience during his SHA career included many bridge construction and rehabilitation projects, such as the Nanticoke River Bridge in Vienna, I-95/US 50 interchange reconstruction, and the Bohemia River bridge replacement project. Mr. Healy served as SHA’s Bridge Project Director for several Maryland mega-projects, namely the Woodrow Wilson Bridge and the Intercounty Connector (ICC), where he utilized the services of a General Engineering Consultant to deliver these successful projects, one as a design-bid-build (WWB) and one as design-build (ICC).
