I have worked for the City of Boulder since 1989 and am currently assisting with the implementation of a franchise and partnership agreement between the City and Xcel Energy.From 2015 through 2020, I was Project Manager - Electric Utility Development and was responsible for managing the engineering analysis and implementing the City’s electric utility transition work plan. This plan identified the steps for transitioning the assets and operations from the incumbent utility to the City of Boulder including establishing functions needed to support a municipal electric utility and integrating these functions within an expanded City organization.From 1990 to 2015 I was the Principal Engineer for the Utilities Division. I was responsible for strategic planning, permitting, public involvement, financing, engineering design, construction and asset management for the City's water, wastewater, stormwater and flood management utilities as well as Boulder’s well-known greenway trail system. Facilities encompass water storage, transmission, pumping and distribution; wastewater and storm water pumping and conveyance; flood mitigation; multi-use trails; hydroelectric, cogeneration and solar photovoltaic power; and water and wastewater treatment valued at more than $1 billion. I manage a professional staff of more than ten people, a yearly operating budget of over $1.5 million and a yearly capital project budget averaging over $20 million.Subsequent to the September 2013 flood disaster I was appointed Public Works Flood Recovery Coordinator and managed the restoration of public works infrastructure and facilities damaged during the flood consistent with state and federal reimbursement requirements.Prior to my employment with the City I worked as a Project Engineer with Black & Veatch Engineers/Architects.I authorized the groundbreaking book Planning and Managing Reliable Urban Water Systems (American Water Works Association, 1997) and have served as an expert witness in water system reliability proceedings.In February 2023 I joined the Denver metropolitan area Mile High Flood District Board of Directors as one of two board appointed professional engineers on this multi-jurisdictional board.
