Recently completed a 5-year implementation of INFOR EAM to a large county government in southern Maryland in two phases, beginning in 2008 with the Utilities Department, installed INFOR EAM solution from configuration replacing a legacy program, re-structured the work flow business processes and the operations and maintenance organization. The system was configured to manage 90+ remote water and wastewater pumping stations, 4 remote treatment plants, large regional wastewater plant and water well and storage sites. Inventoried the assets of all sites and created an asset registry, an asset hierarchy in EAM and updated the Preventive Maintenance Program. Phase two included the Facilities Maintenance Department, managed the maintenance and support of county agencies (except Education) that included over 130 buildings, owned, managed or leased. Services included the complete data collection of all facility structure & equipment assets, adding the second organization into the existing EAM application, deploying mobile 39 iPad devices to field maintenance staff and supporting training and deployment services.A large municipal organization in Canada in 2012 contracted consulting services to provide asset management assistance to an existing multi-organization EAM solution, to improve the data quality of the asset registry, work order processes, expansion of the Asset Management program across the municipal corporation, developing a plan to restructure the Asset Management program and align across all internal Business Units. Services included current assessment, gap analysis, asset management Best Practices workshops, Asset Decision Tree, re-engineering of processes and evaluation of the EAM system. Assessment included organization analysis of current work practices and policies from senior management to field operations-maintenance personnel.

Mr. Scott has 31 years of maintenance experience in the water/wastewater industry. Initial assessment of Maintenance Work Management and GIS Systems: Data analysis of existing asset inventory, recommendations of data collection and population into CMMS and GIS applications. Review and enhancements of Preventive Maintenance Practices. Acquisition and procurement of a CMMS including functional and nonfunctional requirements gathering, RFP development, RFP review, vendor demonstration, vendor selection, professional implementation services, and support interactive workshops to migrate the existing AM Program Plan. Workshops to develop AM vision, objectives to practical field application in the plants. The resulting identification of Best Practices that could be immediately implemented others that would be adapted in the near future and those not practical to the business processes and work methods. Assessed existing maintenance management system, identified performance gaps and opportunities to introduce asset management elements into a new integrated asset/maintenance management software system; developed the proposed “To-Be” business process with new system; developed draft of requirements specification and demonstration scripts for inclusion in RFP documents. Developed a process to lead new users of a CMMS system to select assets to be included into the CMMS Asset Registry. The process, an Asset Decision Tree, provides a consistent method for selection of future additions to the Asset Registry.
