  Endorsement for Mr. Rafail VeliIn 1991, Canada was in the process of countrywide telephone de-regulation and the company, Unitel Communications wanted to launch North America long distance business and residential service. I was contracted by Unitel to develop a revenue assurance infrastructure to effectively manage back-office operations and protect the revenue stream. I spent two years in Toronto, Canada building this Revenue Assurance (RA) department.I worked with Mr. Veli for about 18 months, in 1992-1993. Rafail was interested an all areas of the RA process. I.e. switched-network call processing, call record disposition management, revenue accounting, and executive reporting. During this period, Rafail worked closely with me to learn these functions and develop this department's charter. At time of Long Distance launch, we had 3 analysts and 2 administrative Unitel employees in place. Rafail was the RA Manager and I was the Operations Director. Unitel's LD initiative was rapidly expanding, and the company needed to quickly obtain internal control. I did not hesitate to recommend Rafail to assume my Director responsibilities because he had the knowledge, desire, integrity, and was well respected by Unitel executive management. Rafail was successful in supporting and growing this critical business function and when Unitel was acquired by AT&T, Rafail transitioned the AT&T incremental traffic into the Unitel RA department. This achievement was acknowledged by AT&T as a critical process during the early stages of the acquisition. Mr. Veli resigned in 1994.Rafail is a team player that constantly seeks challenges.
