Served in a Joint billet as a Maritime Logistics Management/Operations Officer in the Programs and Services Division for the Directorate of Logistics (J4), United States Southern Command. Responsible for coordinating, drafting, implementing and providing strategic logistics policy guidance and direction to the assigned component commands, Standing Joint Task Forces, Security Cooperation Offices (SCOs), and subordinate commands operating in the U.S. Southern Command Area of Responsibility (AOR). Monitors the logistics information system and coordinates with the Logistics Plans Division on all current operational logistics impacts that may affect future logistics planning requirements. During contingency/crisis operations, monitors implementation and execution of logistics concepts of support. Provides oversight of logistics sustainment actions during crisis and contingency operations – including operational contracting support and theater fuel requirements. Coordinates and manages maritime logistics support to component commands and assigned forces during operations and exercises. Provides maritime logistics expertise during exercise and contingency planning groups. Provides maritime logistics advisement in the development and preparation of logistics concept of support annexes for plans and campaigns. Acts as the liaison with the maritime component with regard to classes of supply management, joint petroleum operations, fuel requirements, maintenance management, deployment and distribution, reception, staging and onward movement, and integration (RSO&I). Assists in the executing, tracking, and accounting of Acquisition and Cross-Servicing Agreement (ACSA) transactions.

Bahrain

Responsible for planning and executing logistic requirements for expeditionary combat support throughout the U.S. 5th Fleet area of responsibility. Commander Task Force 56 (CTF-56) supports nine different task groups including expeditionary combat, logistical support and combat service support forces. The mission of CTF-56 is to properly assign and manage Navy Expeditionary Combat Command (NECC) forces in theater. CTF-56 has several different task groups that fall under their command. These task groups include: Naval construction force, Navy explosive ordnance disposal, mobile diving and salvage, maritime expeditionary security forces, Navy expeditionary logistics support forces, combat camera, riverine squadrons, expeditionary intelligence units, maritime civil affairs teams and expeditionary training teams. CTF-56 task groups provide various services to the commands they are assigned to in Bahrain and throughout the region.

Served as Supply Officer afloat responsible for developing, reviewing, monitoring, assessing and managing inventory, finances, and food service operations for 350 men and women. Planned and prepared current cost estimates/budget implications and long-term forecasts of Ship's requirements for machinery, equipment, tools, materials, services, supplies, food supply and utilities. Designed, developed and updated relevant software for tracking, reconciliation, and costing purposes. Initiated actions leading to procurement, maintenance and disposal of retrograde. Conducted market research and reviewed best practices in contract development and adapted such practices to Supply Department procedures. Established and/or reviewed mission requirements. Initiated actions to fulfil and control these requirements. Conducted technical survey visits both in start-up phase and during implementation to plan and ensured most efficient use of resources. Developed plans for redeployment of assets when operational mission was complete. Ensured that accurate and complete accounting, reporting and internal control systems were functioning and that all relevant records were maintained. Analyzed problems and audited reports on mission activities and provided remedial action programmes where required.

Columbus, Ohio Area

Robert was hand picked to be the Commander of Defense Supply Center Columbus, Executive Aide (EA). In this role, he was responsible for the day to day schedule and administrative requirements for the Commander. Robert supervised and managed the Commander's daily schedule while providing administrative and operational support to 3000 government personnel supporting land and maritime operations for combat operations. Additionally, Robert helped foster a climate of team building and productivity for completing all essential tasks.

Columbus, Ohio Area

As a Navy Acquisition Contracting Officer, Robert was responsible for awarding aviation and land contracts for Air Force and Army requisitions. In this role, Robert received a purchasing warrant to procure items up to $1M dollars on behalf of the Defense Logistics Agency (DLA).

San Diego, Ca

As Disbursing Officer, Robert was responsible for managing ship's payroll and budget of $1.6M dollars. He was also responsible for the safekeeping of deposits of personal funds and valuables. As Retail Sales Officer, Robert managed the ship's retail stock and ship store afloat, conducting daily inventory to ensure proper accountability of items sold and restocking items that needed to be replenished. As Food Service Officer, Robert managed a team of culinary specialist and was overall responsible for the feeding of 1000 marines and 400 ship personnel.
