Senior-level IT Service Management (ITSM) Continual Service Improvement (CSI) Process Manager supporting efforts for Next Generation Enterprise Network (NGEN) Service Management, Integration and Transport (SMIT) contract. Responsible for establishing and managing the Strategy, Design and CSI program to optimize fulfillment/delivery of all information technology services delivered by NGEN. NGEN is the largest IT services program for the Navy. Under the SMIT portion of duties include delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport, support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.This high-profile opportunity will shape NGEN SMIT contract support from the very beginning. Hired to develop strategic objectives, standards and methodologies for the Defense Advanced Research Projects Agency (DARPA) business improvement initiatives in the Mission Services Office and the Business Processes Directorate. Responsible for DARPA asset property management and the Managers' Internal Controls Program (MICP). Accountable for risk management, quality controls and operational efficiency results of the MICP. Established partnerships to influence internal managers and external stakeholders to identify and resolve barriers, minimize risks and track improvement initiatives.

Led a Joint Services overseas inventory audit team to account for general assets and inventory of accountable items for the United States Forces Japan. Advised and assisted the Secretary of the Air Force and senior civil engineering leadership in the execution of government transformation and working groups’ efforts. Consolidated 39 different emergency service methodologies and developed a single, enterprise-wide solution and establish Air Force-wide protocol standards. Facilitated a newly created Air Force Installation and Mission Support Center by simplifying over 80 Business Process Reengineering (BPR) and Continuous Process Improvement (CPI) events and provided client deliverables, such as As-Is and To-Be process maps, PowerPoint briefing slide decks, Program Evaluation and Review Technique analysis, and full time equivalent calculations. Additionally, performed Quality Assurance/Quality Control reviews. During BPR events, facilitated client groups, captured roles and responsibilities of the future state realignment of the functional areas, reviewed meeting minutes, and documented estimated future-state FTE requirements for each reengineered processes which resulted in a 20% overall savings in both staff reductions and annual budget costs. Also performed live process mapping and documentation to identify opportunities, risks, efficiencies, business rules, and assumptions associated with the delegation of related tasks.

Hired as the only Lean Six Sigma Black Belt for the DON/AA and provided management of all related process improvements, gained sustainability, and cost-efficiency efforts. Served as the Program Coordinator for the Managers Internal Controls Program for all 11 DON/AA departments. - Experienced program/project manager working on high-level CPI and BPR projects and organizational aligned programs with strategic business goals across the DON. - Facilitated other kaizen events for similar DoD services and U.S. federal agencies (e.g. DON Inspector General Office, Navy Research Laboratories, National Archives and Records Administration). - Managed over 30 Rapid Improvement Events (RIE) and Value Stream Analysis (VSA) projects to achieve dramatic cost cutting efforts with savings exceeding $768M. - Managed the executive office strategic communications information flow to ensure alignment with, and support of, the strategic communication goals and objectives of the DON.

Teamed with Navy personal, top-tier consultants and private sector employees to resolve a national security issue concerning submarine secondary and tertiary power plants. The DMAIC (Define, Measure, Analyze, Improve and Control) project implemented data-driven enhancements for improving, optimizing and stabilizing business processes and manufacturing designs. Advised NSWC Crane’s Lean Six Sigma Core Team in over 50 high-level RIE and VSA facilitation efforts and managed over 40 CPI events. Projects areas included financial assets, business management and operations, governance, administrative transactional procedures and manufacturing and repair of small arms. Event results provided positive impacts to application reliability, increased customer satisfaction and product stability and availability through efficient, effective and accurate quality control and focused follow-through. Supervised executive- and department-level reengineering projects that required detailed, time-sensitive plans to ensure communications and buy-in amongst senior managers and stakeholders. Counseled NSWC Crane Headquarters Command and senior executive management on long-term efficiency planning programs with total cost savings exceeding $1.2B. Directed complex projects that required alignment with organizational strategic goals and ensuring effective working relationships with diverse groups. Conducted pre- and post-event planning, trained Green Belt and Black Belt participants, and lead numerous RIEs and VSAs. Compiled, analyzed and managed the resulting data to ensure alignment with and support of the DON goals and long-range objectives.

Served as a public affairs, media and communications consultant to NSWC Crane. Wrote speeches, talking points, news bites, AP style press releases, articles and multi-media presentations. Provided continuous oversight, monitoring, and interaction within 17 NSWC Crane Navy business units to comply with NSWC Crane’s new communications, image and branding plan.
