In this capacity he leads the team developing the Continuity Readiness ReportingSystem (RRS) and the Federal Emergency Response Official (FERO) Repository for the Federal Emergency Management Agency, National ContinuityPrograms directorate. The RRS is the primary tool to implement the National ContinuityPolicy Implementation Plan (NCPIP); the RRS provides a scenario-based assessmentof the federal Departments and Agencies ability to perform their Primary MissionEssential Functions (PMEFs) in support of the National Essential Functions(NEFs). Also,provide support to the Deputy Assistant Secretary of Defense forReadiness (DASD[R]) for development and implementation of the Defense ReadinessReporting System (DRRS), the primary Department of Defense (DoD) readiness assessment and global force management system; and the Language Readiness Index (LRI) which is a strategic, multi-platform, near real time, web-based tool that enables senior leadership in the DoD to track, and manage its language and culture initiatives across the Department.

Formulated strategic level policy and guidance documents for the DoD wide spiral implementation of the Department of Defense Readiness Reporting System (DRRS) which included developing, coordinating, and publishing three sets of serial implementation guidance to the DoD components and a DRRS “Primer for Leaders” which has enabled to DRRS to stay on schedule to achieve full operational capability on schedule.
