Assigned to Polk State College as Project Leader for curriculum development and delivery of two skilled trade apprenticeship programs. Each program involves 1,152 hours of classroom instruction and is recognized by the State of Florida Department of Education as meeting Journeyman requirements. One program is for Electrician/Instrumentation/Automation and the other is for Mechanics and Millwrights.

RWD Technologies was purchased by General Physics, employment was continued.

Prior to being assigned to PSC, several training projects were completed involving phosphate mining, Food and Beverage, Petroleum, and Automotive (stamping/engine build/assembly) industries. Clients served included Mosaic, Frito-Lay, Chevron (Tengizchevroil), Ford, GM, and Chrysler. Responsibilities included project management, team leadership, and training development and delivery for industrial production and processing equipment. Responsible for the customer interface and coordination of 30-40 active projects. In addition, Mr. Latchford provided staffing and direction for the CAD department and implemented a Novell network to connect 22 office PCs.

At this five-campus community college, Mr. Latchford was responsible for curriculum revision, text selection, and Lab Capital Equipment Budgets. As a technical instructor, taught all A.A.S. Electronics and Computer Science courses.

Implemented a $2.5M Computer Integrated Manufacturing Project. In addition, directed all plant operations for manufacturing, production planning, product engineering, and maintenance of facility and production equipment for this $10M manufacturing company. Initiated and chaired a plant safety committee and served as the corporate interface for MIOSHA and Michigan DNR.

Responsible for the direction of product vibration, environmental, and acoustics test engineers and test chamber facilities. Chairperson for new product safety reviews.

Obtain product agency approvals for UL, CSA, and TUV; measure maintenance package effectiveness; perform functional and environmental testing.

Completed several assignments with IBM, including the following: Product Planner - Coordination of engineering, manufacturing, publications, and service departments to implement product production.

Evaluate and implement process changes to improve IC product yield. Integrated Circuit Manufacturing Technician - Conduct failure analysis and transition product from laboratory to pilot line production.

Completed basic electronics and radio maintenance training in Biloxi, Mississippi. Duty assignments included Newburgh, NY and NKP Thailand, maintaining control tower and approach control communications, AM and SSB transmitters and receiver equipment.
