Responsible for managing, performing business analysis and capital planning duties associated with the Capital Planning and Investment Control (CPIC) process for the Department of Energy’s (DOE) Office of Chief Information Officer (OCIO) satisfying the Office of Management and Budget’s (OMB) A-11 and Federal Information Technology Acquisition Reform Act (FITARA) requirements.• Manage the process for reviewing and coordinating the Department’s annual Major IT Business Cases and IT Portfolio submissions. Engage and provide IT portfolio management guidance to over 300 investments across DOE’s Program and Support Offices (PSOs) through the use of the Electronic Capital Planning and Investment Control (eCPIC) tool.• Facilitate with the Department’s PSOs to improve transparency, optimize IT spending and resource consumption, and accelerate critical initiatives such as cloud adoption, the implementation of shared services and data center consolidation through the implementation of the Technology Business Management (TBM) methodology.• Analyze and conduct a monthly assessment of DOE’s major IT investments’ performance as well as the CIO risk rating; resolve any data issues prior to submitting the final information to OMB. This monthly process allows the public to view details of major IT investments online as well as track their progress over time.• Review and analyze cost/schedule/performance/risk of DOE's major IT investments to ensure that the IT investments are appropriately managed and they are meeting goals defined in their business cases and the necessary corrective actions are instituted when investments fail to meet their objectives.• Develop and provide IT portfolio reports to the OCIO management to gain visibility into the IT spend breakout to improve IT systems and services opportunities.
