As Special Appellate Counsel, responsible for briefing and arguing the appeals in the most significant and difficult tort, national security, international, commercial, constitutional, bankruptcy, immigration and employment discrimination law cases. Lead counsel and supervisor in all significant Alien Tort Statute cases Leader of the appellate litigation team which has successfully handled more than 250 appeals involving the detainees at Guantanamo Bay. Lead Civil Division supervisor of appellate bankruptcy matters, working closely with the Office of the U.S. Trustee and the trial counsel. Recent successes in defending the U.S. Trustee’s oversight of mortgage claims in bankruptcy were instrumental to achieving the 2012 $25 billion mortgage-servicing settlement with the nation's largest lenders.Primary appellate reviewer for Establishment Clause cases, including cases involving the Pledge of Allegiance, Medicare funding, the national motto, federal grants, and the military chaplaincy program. Relied upon by Justice Department leadership and client agencies for expert advice and analysis in formulating U.S. Government’s positions on novel and sensitive legal issues. Honors include: 2010 Presidential Rank Award, and 2010 Attorney General Distinguished Service Award.

Personally briefed and argued complex and significant constitutional, statutory, administrative, Bivens, Alien Tort Statute, FOIA, immigration, tort, labor, employment discrimination and commercial law issues.Supervised attorneys in their drafting of appellate and Supreme Court briefs and memoranda.Oversaw all immigration en banc and cert. matters.
