Robert (“Rob”) Luce is an attorney at Smith + Malek. He is a member of the health care team and is licensed to practice law in Idaho, Oregon, Washington, and Alaska. In that capacity, he advises federally qualified health care centers in the Pacific Northwest on regulatory compliance issues, as well as general contract, human resources, and related business issues. He is also the Borough Attorney (chief legal advisor) for the City and Borough of Wrangell, Alaska, his home town. Prior to joining Smith + Malek, Rob served as Corporate Compliance Manger, Corporate Counsel, and Privacy Officer at Terry Reilly Health Services from December 2018 to December 2020.Rob was the Boise City Attorney for four years, 2014-2018. As City Attorney, Rob served as the executive and administrative head of the City's legal services department. Prior to serving as the City's chief legal officer, Rob served as Idaho's Administrator of the Division of Family and Community Services (child protection and services for the developmentally disabled). In 2012, the Division was recognized as the number #1 performing child welfare system in the country. Other major accomplishments during his tenure included: (1) establishing a priority preference for placing foster children with relatives; (2) providing authority for reporting mental health commitments to the national firearms data base; (3) founding One Church One Child of Idaho; and (4) negotiating a five year Title IV waiver for child welfare federal funds.He is the president and general manager of Hula Properties, LLC. Established in 2004, Hula Properties owns and restores historic long-term rental property in Boise's Historic North End. His professional career includes: four years as Administrator; four years as deputy attorney general; more than ten years of executive leadership as general counsel and vice-president of marketing and sales for Idaho Timber Corporation, Boise, Idaho; and 14 years of private practice, specializing in the defense of complex civil litigation (commercial, personal injury, and professional malpractice), counseling small businesses, and arranging and finalizing international adoptions. Rob grew up in Wrangell, Alaska. He enjoys golf, fly fishing, snow skiing, gardening, and cooking.
