Chief of the largest municipal Third Service EMS agency in the United States, serving the nearly 1.4M residents of the City of Austin and surrounding Travis County. With more than 650 Sworn and nearly 100 Civilian staff, the department responds to in excess of 150,000 requests for assistance annually. Leads a robust Community Health Program with more than 20 FTEs providing municipal leadership on outreach to persons experiencing homelessness and persons with substance abuse disorders. Leads an organization providing services beyond medical transportation, including aforementioned Community Health Services, Specialized Operations, Special Events, Safety, Wellness, amongst others.

Part of initial group of four founding consultants that developed the nationally recognized “Leadership Enhancement And Development” Leadership Training Program. Provides core content and serve as subject matter expert on Organizational Commitment, Leadership and Influence Techniques, and Employee Mentoring. In addition, provide content and expertise on Diversity, Equity, and Inclusion, Leadership Theory, and reducing medical errors. Presented content more than 2 dozen times at various agencies across the continental United States.

Chief Operating Officer and lead executive of one of the largest EMS, medical transportation, and healthcare logistics companies in New England, transporting nearly 200,000 patients annually. Secured and oversaw 25% volume growth in Massachusetts, including a significant diversification of medical transportation and 911 clients, ensuring long-term sustainability in an unstable market. Led organization through significant cultural change, including continued integration of multiple diverse and previous competitive companies. Provided oversight and support to the state’s largest provider of COVD-19 testing and vaccination, including deployment of Massachusetts’ first Mass-Vaccination site, providing in excess of 750k vaccinations.

Led more than 800 employees across multiple clinical and non-clinical departments including Laboratory, Pharmacy, Clinical Nutrition, Pathology, EMS, Biomedical Engineering, Dietary Services, Emergency Management, Life Safety/EOC, Engineering, Plant Operations, Environmental Services, Security, Transportation, and Construction/Design for Tertiary Academic Medical Center and affiliated satellite facilities including support for County Trauma Services, Satellite Emergency Department, Neonatal Intensive Care, and Cardiothoracic Services. Served as key operational leader during COVID-19 response, including Emergency Operations, implementation of 7 different methodologies of COVID-19 Testing for staff and patients, Vaccination of more than 3500 staff and affiliates, Expansion of Laboratory Testing Capacity, Expansion of Isolation Capacity and ad-hoc creation of negative pressure areas, among others. Drove operational initiatives that improved patient engagement scores by 100%, reduced regulatory findings by 80-90% (DNV & CAP), and improved operational performance/efficiency. Served as executive leader on capital projects, including local facilities lead for in excess of $150 Million in active and $0.5 Billion in planned capital projects including recently completed Maternity Wing, and under construction expanded Emergency Department, and expanded Operating Suite.

Led the largest department in the hospital with an interdisciplinary team of more than 400 EMTs, Paramedics, Certified First Responders, Emergency Medical Dispatchers, Critical Care Nurses, EMS Physicians and both skilled and unskilled laborers, providing comprehensive 911 EMS Services, inclusive of more 100,000 incidents of screening of 911 Calls, Dispatch, EMS Response, and Transportation, as well as Full Service Emergency Preparedness, Special Operations, Event Medical Services and full service, college-based medical education for the 700,000+ residents of the county with most of the top 10 most densely populated municipalities in the nation. Led department through multiple operational challenges, including avoiding potential cessation of services due to political forces, 20% growth in volume, expansion of event services to include 18,000 seat arena within 48 hours of notice, and numerous large scale and multi casualty incidents of national significance. Drove successful media and marketing campaign in media market #1 that resulted in national television appearances and prompted ground swell of local community support.

Served as executive champion for hospital emergency management during response to Hurricane Sandy that devastated the local community and resulted in extended flooding and overnight shelter-in-place for the hospital. Advised CEO on healthcare policy issues including implementation of affordable care act, community relations, and the ever-changing state and local political landscape. Served alongside CEO as executive community liaison with regard to rapidly changing local healthcare marketplace and other healthcare policy implications.

Served as operational lead of more than 200 EMS providers. Developed new response policies protocols for one of the fastest growing cities in the United States. Worked with local leaders to develop operational relationships with various high-risk facilities across the city, including the Statue of Liberty, Holland & Lincoln Tunnels, Fortune 50 HQs, underground and above ground Heavy and Light Rail Transit, Intermodal Terminals serving 1+ Million Passengers, among others, which resulted in subsequent successful responses to several mass casualty and incidents of significance at those facilities.

Led day-to-day operations of 4 supervisors and more than 50 providers and 911 call screeners/dispatchers. Responded as operations lead to numerous large scale incidents, providing incident command until arrival of additional resources.

Adjunct Professor teaching several clinical and management courses. Lead instructor for EMT-Intermediate Program; Clinical and Practical Coordinator for first accredited Advanced Life Support Program in Massachusetts; Instructor of Record for Management Internship Program and Senior Project.

Served as clinical quality and training officer for urban 9-1-1 ALS provider in central Connecticut, providing clinical oversight and medical direction (via medical director) to team of 65 employees. Developed first interactive and data-driven quality program and policies that led to significant increase in self reporting of sentinel quality incidents by employees. Led simulation project team that deployed the region's first high-fidelity simulation center specifically geared to EMS providers. Used data-driven and evidence based approach to successfully lobby state and local authorities to expand paramedic scope of practice resulting in improved patient outcomes.

Member of FEMA/USPHS's National Disaster Medical System's Disaster Medical Assistance Team MA-2. Deployed to nearly a dozen incidents across the eastern United States. Part of thirty-five member team in charge of initial patient triage at Louis Armstrong International Airport at Hurricane Katrina, triaging up to 1,000 patients per hour and 10,000 patients per day over a 14-day period.

Served as lead training and education officer for rural 9-1-1 ALS provider serving more than 400 square miles of Western Massachusetts and Southwestern Vermont. Implemented department's first structured Field Training Program. Expanded Educational offerings including the first accredited advanced life support program (EMT-Intermediate) in the region.

Provided day-to-day shift oversight of employees serving approximately 25,000 residents across 5 communities and 400+ square miles. Ensured safety and oversaw operation during extended rural and remote rescue operations in various conditions.
