International Criminal Justice Sector Assistance - Middle East Team Leader • Managed a team of program officers to improve civilian security and advance the rule of law in key countries throughout the Middle East, overseeing more than $90 million of foreign assistance funds. • Improved the design and management of team programs: developed an on-boarding process for new staff; authored team Standard Operating Policies and Procedures; and improved the quality of assistance through development of an in-house justification and approval process for new projects. • Secured sufficient funding annually, averaging $16 million a year, to support team priorities by guiding budget development, and justifying requests to executive and legislative staff.

Reallocated funds to provide judicial assistance for the first time. • Coordinated and negotiated with U.S. Embassy Beirut, the interagency, Government of Lebanon, non-governmental and international organizations to inform the development and management of eight new and eleven on-going, advising, training, and equipping projects.• Lead officer for security, aviation, and related budget functions to launch a $1 billion program enabling Iraq’s Ministry of Interior to provide civilian security and safety for their citizens.• Coordinated with multiple bureaus and the interagency to plan, implement, budget, and oversee support for the program in a high-profile, constantly changing, non-traditional environment.
