Currently serve as Lowcountry Practice Leader for TranSystems Engineering providing strategic direction and business/market development in South Carolina .Previously served as Division Director Engineering and Infrastructure for Beaufort County where I ensured Division compliance with all applicable codes, laws, rules, appropriation limits, standards, policies and procedures: served as a member of a Executive Management team, making large-scale strategic decisions in one of the fastest growing counties in the US; Managed capital building programs via bond revenue and recurring multi-agency program obligations; Managed 2006 and 2018 1 Cent transportation referendum programs ($600M+). prepared or approved Engineering Division executive summaries and other documents submitted and/or presented to elected Councils, Commissions, regulatory and advisory boards; provided spot-on leadership guidance, technical expertise and advice regarding plans, programs, financial feasibility and related issues to staff, utility boards and municipal partners. 1999-2008----Resident Construction Engineer at SCDOT for Beaufort, Colleton & Jasper Construction where I handled all management aspects on over $200 million in annual activities across three counties, including staff supervision, all materials testing, contractor conflict resolution, municipal relations, budgeting and scheduling, including all aspects of contract management and personnel development 1994-1999 Resident Maintenance Engineer Beaufort Maintenance: Served as unit supervisor for 60 member SCDOT Maintenance operations in Beaufort County. Duties included responsibility for planning and budgeting for all phases of maintenance, facilities and drawbridge operations. 1988-1994 were some good years!--- Project Coordinator in the Charleston Bridge Construction Office, SCDOT where my duties included monitoring of consulting engineering firms on all phases of major bridge projects. Assisted in the resolution of technical problems and the interpretation of specifications. Primary point of contact between outside agencies, consulting engineers, utility companies and private individuals. Worked on the James Island Expressway, Cooper River bridge (the cantilever through truss circa 1992) and Isle of palms bridge and Wando. Joined SCDHPT in 1987 in Dorchester County and oversaw roadway construction.
