As The Executive Technical Director/Deputy to the Commander I direct the test planning and execution of developmental and operational testing and the integrated evaluation for all Army and assigned joint or multi-service weapons systems providing essential information to acquisition decision makers. I have significantly managed and lead the DoD’s largest T&E organization serving as an expert and principal Army contact with the Office of the Secretary of Defense. I serve as primary advisor to Army decision authorities regarding operational and technical test design, execution and evaluation on all major acquisition programs. Responsible for developing a Continuous Evaluation approach throughout the life cycle of the system to include evaluation of operational effectiveness, suitability, and survivability conveying this information to key HQDA and OSD decision makers. I directly influenced major defense decisions concerning multi-billion dollar acquisition programs, policies and procedures. I have defended T&E results to the Army Systems Acquisition and Review Council, to the Defense Acquisition Board, and to Congress as appropriate. I have developed and implemented T&E policy and methodologies and lead the development, integration and fielding of instrumentation, range facilities, and models and simulations to support testing on eight major test ranges covering one third of the Army’s land. I am responsible for a budget of over $1.5B. I oversee a workforce of over 8600 (military, civilians and contractors) supporting eight subordinate installations and test and evaluation activities with over 3000 tests on over 400 weapons programs on an annual basis.
