I was selected as the first Director for Contract Audits under the OIG’s 2001 reorganization. I supervised a nation-wide staff of 24 auditors, and was responsible for planning and directing all contract audits, including performance audits of EPA contract management, and financial audits of EPA contractors.Managed audits of an environmental company that was 10 years behind in finalizing contract costs. Cleaned up the backlog without compromising professional auditing standards and without any additional staff. Completed amulti-year workload and skill gap analysis, for which I received a Bronze Medal in 2003.Managed audits that returned $13,273,482 in contract cost savings due to questioned costs, $2.83 for every dollar spent. Issued reports that recommended improvements in EPA’s counter-terrorism preparedness, contract management, contractor internal controls pertaining to cost accounting standards and computer systems.
