Provides support to the DoD in the areas of airfield services, procedures, lighting, marking, pavements and clearance surfaces, to include hosting virtual web meetings, preparing technical papers and briefings for presentation at meetings, drafting meeting reports and drafting international standardization agreements and other supporting publications.

Eastern Operations Support GroupFlight Procedures Team AJV-E24Georgia Flight Procedures

Leads a multi-disciplined group of subject matter experts as the US Member to the ICAO Instrument Flight Procedures Panel (IFPP). Through seven working groups, the IFPP conducts the analysis required and coordination with other related panels to formulate recommended changes to ICAO Doc 8168 (PANS OPS) and other related ICAO documents. Serves as co-chair on the ICAO Joint Aerodrome Operations Panel (ADOP) and IFPP, Obstacle Limitation Surfaces Task Force (OLSTF). Leads a team of international subject matter experts on the analysis of aerodrome and flight procedure surface requirements for recommended changes to ICAO Annex 14.Led a Navigation Procedures, Lean (NAV Lean) initiative as chairman of the Database and Coding Working Group (2010). Selected as the implementation co-lead, reporting directly to sponsors of Aviation Safety (AVS) and Air Traffic Operations (ATO) and their Associate Administrators. Conducted surveys across FAA lines of business to develop a cost analysis and implementation requirements executive report. Completed all AVS related recommendations/actions on schedule. Established a program for the validation of software/automation tools used in the design of instrument flight procedures. Oversaw the development of instrument flight procedure design criteria software requirements specifications and validation software. Although the program was cancelled in 2012, the validation software was used to validate the FAA’s software for Standard Terminal Arrival Routes (STARS) and the software requirements specifications are continually updated to aid in the development and maintenance of instrument flight procedure design software.

Led an executive level, multi-national group as chairman of the North Atlantic Treaty Organization (NATO), Air Operations Services Working Group (AOSWG). Provided oversight of three subordinate panels and forty-eight international Standardization Agreements (STANAGs) in the fields of Airfield Services/Procedures, Airfield Marking, Lighting and Infrastructure, and Crash, Fire and Rescue. Represented NATO as chairman of the Airfield Services and Procedures Panel (ASPP). Directly managed thirteen Air Traffic Control, Airfield Operations, and Terminal Instrument Procedures (TERPS) related STANAGs. Through efforts in global standardization, represented the DoD on the Air and Space Interoperability Council (ASIC), Agile Combat Support (AGS) Working Group as the lead agent for standardization in Air Traffic Control and Airfield Operations related agreements. Supported the FAA as their DoD advisor to the USA member on the International Civil Aviation Authority (ICAO) Instrument Flight Procedures Panel (IFPP) through attendance at IFPP meetings, and provided subject matter expertise in developing criteria for civil/military instrument procedure development and manuals for automation and training requirements.

Ratings in Radar Approach Control (RAPCON), Tower and Mission Control (Range Director). Watch Supervisor and TERPS qualified. Worked at the Major Command (MAJCOM) and HQ Air Force levels in policy and international standards.
