As a civilian, I have contracted with corporations on various Federal facilities management contracts from1996 to present. Leader Communications Incorporated (LCI), SRA International,L3 COMMUNICATIONS Develop, compile and define the steps forward on projects through daily meetings and weekly reports. Define project scope and assure full completion of task and installation. Monitor project install; clarify design in situ and off site. Use MS Project with engineers and installers to ensure on time completion of long-term projects. Built up and adapted the ASR-11 Radar site plan, lightning protection and polyphaser fabrication plan for Atlantic City International Airport.Participated in the development of the ECOS hardened luggage container project. Refined the drafting package portion.Led and drafted the WJHTC Business Continuity Plan emergency power project. Split package with ANI New York office and six drafters. Controlled revisions, completed package organization and delivered on schedule.Fulfill engineering documentation to ISO 9001 quality assurance standards. Generate AutoCAD graphics, sized for HTML formats and Web posting.Maintain Single line diagram electrical and power database for WJHTC laboratories. Author and maintain the Laboratory Handbook and Interconnection Diagram set documenting NAS system modifications, switching configurations and connectivity within the labs and the field. Maintenance of on-site documentation, "as-built" graphic database information and bi-annual review of all related laboratories. Associate Editor- Hawaii Fishing News-authored a monthly column “Fish and Fishermen”.Articles consisted of reports based on JAMARC reports, NMFS studies, Environmental news containing current research findings. Content was written to reveal items of the greatest interest and impact on the Sport and Commercial fishing industries. The technical translated journals from JAMARC were incorporated as supporting evidence to encourage the conservation of marine resources. In addition technical articles on fishing styles, techniques, gear, fish handling for transport and market sale were published.As a consultant to the NMFS conducted training of Hawaii based commercial fishing companies. Instruction was directed at developing Hawaii's under utilized near shore tuna fishery. The use of Long Line techniques modified for day sail operations was the focus. Instruction on record keeping and logging “hook hours” To calculate Catch Per Unit Effort (CPUE).
