Senior Systems Analyst, Capstone Research Corporation, Missile Defense Agency Sea Based Weapons Systems (Current)- As the Aegis Guam System (AGS) Technical Advisor, instrumental in the initial development of scope and requirements for the AGS.- Directly influenced SES/Flag discussions and plans during the definition of Defense of Guam objectives and system details during the POM 23 and POM 24 submission development. - Coordinates across MDA offices, INDOPACOM, industry, and Army Program Offices on acquisition plans, test plans, models and simulation development, budget allocation and military construction requirements. Considered a Subject Matter Expert on all AGS efforts.- As the Aegis Guam System Risk Integrated Product Team Lead, ensures that flight test, technical, and programmatic risk and watch items are written to MDA Risk Management standards, allowing leadership to make informed resource and budgetary decisions. -Defines, reviews and recommends approval/disapproval of complex studies across wide ranges of subject areas, including technical design, performance assessments, trade studies, acquisition approaches, facility design, concepts of operations, test objectives and operations and sustainment.

- Supports the performance analysis of surface ship tactical readiness and operational capability through data collection and analysis of performance metrics (e.g., SWATT, Live Fire With a Purpose, Ballistic Missile Defense Exercise to support units’ preparation for, and completion of the advanced training phase. Provide direct support to the Performance Analysis lead, to include coordinating and executing Data Analysis Working Groups (DAWGs)- Provides analytic support for operational reach back requirements to answer Requests for Information (RFIs) and Requests for Analysis (RFAs) as requested by COCOMs, NFCs, CSG/ESG staffs, units, and others to address new threat assessments and/or adversary’s capability improvements.- Evaluates, assesses, and contributes to the RFI / RFA review process in order to support recommendations with and from technical, analytical and other operational organizations (e.g., NAVSEA, JHU/APL, and NAWDC). Develop, edit, modify, validate and/or verify RFI/RFA response products.- Provide expertise of Operations Research methodologies, policies, and procedures in order to conduct analysis of Air Warfare (AW) and Ballistic Mission Defense (BMD) mission areas.- Reviews, updates, and, when required, develops tactical guidance in publications such as Tactical Memorandum (TACMEMO), Navy Wide Operational Tasks (OPTASKS), Battle Orders, Class Tactical Publications, Capabilities and Limitations Information and Fleet Advisory Messages (FAMs).- Reviews, updates, validates, and develops Joint Publications (JPs), Navy Warfare Publications (NWPs), and Navy Tactics, Techniques and Procedures (NTTPs).

Provides Combat System (CS) technical and engineering expertise supporting Naval Surface Warfare Center Dahlgren Division (NSWC DD) and Missile Defense Agency (MDA) in the areas of Aegis BMD and Sensor Integration to include AN/SPY-6 Development & Integration, Testing and Evaluation, Advanced Capability Build (ACB) 20 Development and Aegis Baseline 10/BMD 6 development. - Provides Technical Project Management support to develop and manage MDA Aegis BMD 6 tasking at NSWCDD. Support design reviews and other appropriate meetings with project management personnel. Assist with construct mid-year financial review package. Respond to action item and data calls.- Participates in various combat system integration working group and IPT meetings (e.g. Sensor, mission planning, engagement, track management, CS Interface Support Equipment and CS Interface Working Group).- Provides Test and Evaluation support in the areas of AEGIS Baseline 10/BMD 6 Development, AN/SPY-6 development and ACB 20 Development.- Participates in the Element Certification Core Team.- Participates in Engineering Technical Review (ETR) efforts for A and B-specs in order to provide recommendations to the ACB 20/BL 10 BL Manager for potential changes to ensure the end-user/warfighting community is considered in the systems engineering process.

- Leads a team of 36 military and contract instructors in teaching senior enlisted students system level maintenance, operation and employment of the Aegis Weapons System across all baselines.- Provides classroom and laboratory instruction to Warfare Tactics Instructor (WTI), Combat Systems Officer and Senior Enlisted students on employment of the Aegis Combat System (baselines 5, 6, 7, 9) and Navy Integrated Fire-control Counter Air System (NIFC-CA).- Subject Matter Expert on SPY-1 RADAR (all variants), SPY Slide Rule, Engageability Slide Rule, Weapons Control System, Standard Missile 2, Standard Missile 3, Standard Missile 6, Evolved Sea Sparrow Missile and Threat Centric Planning.- Taught over 200 prospective Commanding Officers, Department Heads and Division Officers Ballistic Missile Defense (baselines 3.6, 4X, and 5X) operation and employment as well as how Aegis BMD integrates with the Ballistic Missile Defense System (BMDS). - Developed BMD scenarios using Next Generation Simulator (NGS) to display the new capabilities that BMD 4.1/5.1 bring to our BMD ships.- Managed a collaborative effort between John’s Hopkins University Applied Physics Laboratory and Aegis Training and Readiness Center using agile methodology to develop a system creating an adaptive framework to track, assess, and improve the tactical competency of Surface Warfare operators.

- Led teams of RMC technicians in conducting maintenance and materiel Inspections of in-service ships across all USS and Military Sealift Command (MSC) classes to ensure ships systems performed and were maintained to Naval Sea Systems Command technical specifications. - Ensured ship builder contractual and build specification compliance by conducting Acceptance and Final Contract Trials on CVN, DDG, LCS (both hulls), LPD, and various MSC classes.- Ensured the Ballistic Missile Defense Ship’s Weapons and Tactical Data Link were performing to NAVSEA technical specifications.- Conducted over 130 technical inspections in the Aegis Weapons/Ballistic Missile Defense, Weapons, Anti-submarine Warfare, and Mine Warfare areas.

- Directed a team of over 180 officers and Senior Enlisted personnel in Basic Phase training and certification of over 50 Atlantic Fleet ships across 10 warfare mission areas to include: Air Warfare, Surface Warfare, Ballistic Missile Defense, Strike Warfare, Underwater Submarine Warfare, Communications, Intelligence, Cryptology, Electronic Warfare and Explosive Safety.- Led 16 Atlantic Fleet Ballistic Missile Defense (BMD) Tactical Qualifications, ensuring ship’s and Aegis Ashore combat teams were proficient at executing the different BMD mission sets.- Drafted the Aegis Ashore Exercise Manual, ensuring Defense of Europe BMD watch teams maintain the highest level of proficiency and readiness.- Supervised ATG Battle Lab operations, ensuring that ships were trained using the Navy’s Joint Semi-Automated Forces Simulation System (JSAF) to push realistic combat scenarios across the Navy Continuous Training Environment (NCTE). - Led the integration of all three phases of Advanced Warfare Training into Type Commander Basic Phase training, greatly increasing ship watch team’s tactical and technical proficiency across all Aegis and Ship Self Defense System (SSDS) ships.

- Led a team 11 Army Officers and Enlisted personnel in managing over nine million rounds of ammunition, worth over $100M, across six Logistics Support Units and the National Ammunition Depot for the Iraqi Ministry of Defense and Interior.- Liaised with Senior Iraqi Ministry of Defense officials to ensure that Iraqi Defense and Police Forces had the required ammunition needed to execute their assigned mission.- Trained over 30 Iraqi Officers on ammunition administration and explosives safety.
