Human Resources Specialist
CurrentServes as a member of a Shared Services Unit and provides Human Resources support across the Veterans Healthcare Administration's Rocky Mountain Network. I research and interpret federal/local laws/policies and case law to provide advice to management officials on a variety of Human Resources labor management and employee relations issues. I recommend appropriate resolutions to interrelated Human Resources labor management and employee relations issues. I interpret negotiated collective bargaining agreements to advise management on union-related matters. I advise management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices and union requests for information. I advise managers about appropriate disciplinary or other corrective techniques response to a range of conduct and performance problems. I advise negotiating committee members on the interpretation and applicability of arbitration decisions and decisions to local situations. I explain rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations. I provide Human Resource management advisory and technical services on complex and wide impacting customer functions.
