Working directly with a related FAA LAB, Research and Development teams defining native cloud stack to best fit FAA requirements along with reducing costs. Identified local cloud R&D tooling platform configuration to meet FAA requirements for vendors to utilize independently working FAA Cloud Architecture teams.

Returning again under contract for NOAA’s NCEI (National Center for Environmental Information) requested to provide Cloud migration planning with preparation of architectural technical deliverable documentation analysis/reviews for legacy applications or systems. Following Federal Acquisition Streamlining Act of 1994, DOD Digital Modernization Strategy of 2019, FedRAMP (Federal Risk and Authorization Management Program) all under CNCF (Cloud Native Computing Foundation) governance as final base guideline. Utilizing Agile teams into project phase taking into consideration a balanced modification approach for non-agile product architecture for the implementation project phase of government cloud migration. Ensuring scalable for NCEI’s world’s largest and growing 40PB of National Climatic data archive integrity able to provide continual optimization for increasing scientific environmental access for reporting requirements. Involves collaboration for review of cloud pilot efforts with DOD IT Lead Pentagon Cloud Architects, primary Cloud service providers such as Amazon, Google, IBM and Microsoft Azure along with numerous API tooling vendors including identified CNCF Project teams. Reviewing of the evolving NCCF (NESDIS) (National Environmental Satellite, Data, and Information Service Common Cloud Framework) model for adoption as base level for NCEI’s own NCCF development effort. Working to equip NCEI to be able join as a charter member the future OMB/MAX (Office of Management and Budget) suggested Government working group with the CNCF as a collective voice in suggesting improvements and security enhancements for supported tooling for all government agencies.

Provide support for GE system’s worldwide for server OS and configuration issues. Create Root Cause Analysis for system/server outages to prevent possible and reoccurring production systems outages. Analyzed complex local and wide area network system issues, planned and designed solutions, evaluated software, configured operating systems, software, protocols switches, security, and communications media. Resolved difficult interoperability problems. Remotely assisted with the installation of software, patches, and technical bulletins. Documented problem/solutions in Remedy system. Developed technical documentation/procedures, as required. Provided NOC (Network Operations Center) and Data Center management duties. Provided onsite support, in emergencies, to locations throughout the United States and its territories.

Provided design, implementation, monitoring and support for their systems and networks operations worldwide from their Cary, NC support center. Primary project was to implement new network applications and systems. This was part of a continual process to decommission or retire older less functional systems around the world. Supported their Network Operations Centers worldwide by confirming all their monitoring activities, then providing final resolution for any issue. Priority has been to migrate to primary protocol of TCP/IP and to isolate other protocols for later migration. This was critical in the highly competitive telecommunications and Internet data market. Having highly adaptive and functional systems gives an edge required for adapting and expanding as needed. Performed research on current systems for migration needs and requirements. Identified unsupportable systems that are an avoidable and unnecessary expense. This included designing, installing and configuring new network systems to use the latest technologies from HP, SUN, COMPAQ and IBM as well migrating existing systems to this new technology. Also deploying CISCO, NORTEL, ALCATEL, CIENA and FUJITSU latest technology to rapidly modernize improve their overall international enterprise network systems for supportability and performance.

I was under contract for the National Computer Information Support Center for the United States Postal Service. Duties include providing system and network support for the entire U.S.P.S., from their corporate computer service headquarters in Raleigh, NC. Provided centralization of support for all sites throughout the country. Migration from all other network protocols to TCP/IP was required. This was so standardization could be implemented to allow for migration to Open Standard Systems Architecture as part of their Enterprise Resource Planning System (ERP). This is primarily the reason they sought my mission critical support and prototyping ERP in systems and networks background. This was part of an overall effort to modernize the U.S.P.S. My main duties were to keep all current systems and networks, primarily DEC VAX/ALPHA based, operational, supporting all current users. Postal Management’s constant customer service surveys indicate that since my assumption of duties, ratings are continuously the highest ever recorded with numerous letters of accommodation and appreciation. Also, I was to provide assistance with the migration to and testing of Compaq ALPHA or similar hardware with UNIX or NT operating systems. This being part of a multi-billion dollar effort for all sites, affecting over a million employees and dozens of vendors, with project completion expected to take years.

I was recruited for the prototype startup of the Asheville Manufacturing facility as basis for all other and future facilities worldwide. This project included the total integration of all systems at the facility as to be one highly distributed system. I was to take older legacy systems and redesign them to use only the most current Open System’s Standards as well as any new system. This included being responsible for every facility system. I based these systems on a paper for the design, I and AJ Burke had written (Open Systems Architecture for Automated Materials Systems) and later submitted to the Society of Manufacturing Engineer’s Convention for confirmation, as was published in 1992. I was also assigned to Research and Development Project team based in Frankfurt, Germany. Duties included Systems and Database Design, Configuration, Prototyping for Enterprise Resource Planning Systems, Tuning, all WAN/LAN Network and Communication Management systems (Novell, Pathworks, DECNET, TCP/IP, Telecommunications), Applications, PC Support, Operating Systems Support, Security Management, and Multiple System’s Manager in addition to Operations Management.This project included redesign and upgrade of ULTIMATE operating systems based with RPL language MRP/Financial systems on a DECNET network. I migrated them to VAX/VMS, ULTIBASIC systems and then to ULTRIX based DECstations with EDI under UNIDATA environment which had a first year cost savings of $948,000 for maintenance alone and finally to a version of DIGITAL UNIX on ALPHA platforms with UNIDATA under BASIC language and SQL with EDI using TCP/IP for network access with requested software modifications intake. These systems performed all planning, financial, inventory and EDI processing at the facility level. In addition, this system was WAN integrated to ITT INDUSTRIES Corporate systems he assisted in designing and integrating with in Detroit as based on his original configuration.

Duties included nationally supporting detailed maintenance and instruction of financial software under UNIX, CP/M, MP/M and DOS Operating Systems via Telecommunications, with limited hardware support.
