Edwards Afb, Ca

Led US Air Force Test Parachute Program. Responsibilities included strategic planning, forecasting and managing budget, facilities requirements, personnel, test planning, test execution and reporting. Assisted in the supervision of all flight crews and operations of the 418th Flight Test Squadron to include developmental flight test conducted in the C-5M, C17A, C-130J, KC-10A and KC-135.

Bagram Air Base, Afghanistan

Deployed to the 455th Air Expeditionary Wing, Bagram Air Base, Afghanistan. Directed the team responsible for crises management, mission planning, validating and adjusting wing combat mission, integration of new aircraft, associated personnel and equipment requirements. Authored wing draw-down plan allowing for orderly and efficient withdrawal of 6000+ personnel and all support equipment. Negotiated landmark NATO and International Committee of Red Cross agreement that allowed transfer of former prisoners at Bagram Air Base, eliminating high-risk travel to Kabul.

Deputy Chief of Aircrew Standardization and Evaluation for 412 Test Wing with specific multi-site oversight responsibility of ground and flight training programs to include 2 branches, 2 detachments, Test Pilot School and 35 separate types of air and space vehicles. Developed control room test director initial qualification course for the Air Force Flight Test Center, benchmarked by the US Air Force as a best practice for training. Ensured all flight crewmembers were prepared and in compliance with all directives, thus achieving an unprecedented “Outstanding” rating every headquarters aircrew performance evaluation.

Kabul, Afghanistan

Deployed to combat zone, assigned to NATO Training Mission-Afghanistan/Combined Air Power Transition Force, Afghanistan. Lead the strategic planning and NATO synchronization of $1.1B Afghan Ministry of Defense and Ministry of Aviation 6-year build plan to include $787M for Afghan Air Force programs. Rewrote development plan shortening timeline from 15 to 10 years. Created international consensus among coalition partners regarding the Afghan Air Force development plan, ultimately adopted by host nation and international community.
