Dr. Procter (Bob) most recent efforts center on examining policies aimed at reducing the carbon footprint of electricity generation and renewables integration.While at the Oregon PUC, Bob completed an evaluation of whether bias existed in utility bidding processes, developed IOU Smart Grid reporting requirements, developed a Demand Response policy, and played a lead role in the Commission's proposed approach to pricing of electricity delivered to EV charging stations.His projects at BPA included leading the recovered nearly $1 billion in excess power purchase costs, developing and implementing a method to estimate the costs of de-rating transmission lines, implementing competitive bidding protocol for a new CCCT, and determining the cost-effective of energy measures for site built residential buildings (now the energy part of the building code in the four Northwest states).Bob has also successfully presented expert witness testimony in both rate cases and binding arbitrations.His faculty responsibilities included teaching sophomore level macro and production economics courses as well as guest lecturing in graduate seminars on sustainability in the Hatfield School of Government at Portland State.
