CurrentI have experience of commissioning services through planned commissioning activity, consulting with perspective service users and their carers, providers to inform of commissioning intentions, procurement processes and to agree clear service specifications and monitoring arrangements, providing an outline of the expected quantity, quality, cost and expected outcomes. I have experience of decommissioning services both through planned and unplanned periods of change, consulting and including the views of service users and their carers/families in this process, evaluation and future planning. Using the information collated to inform, promote, develop and lead work with other sectors and directorate colleagues to ensure that commissioning of new services reflects the needs of service users and carers within available resources I have developed, lead and managed a comprehensive portfolio within strategic commissioning in the context of the redesign of social care for service users, families and carers. My portfolio has included the continued development of Community Equipment Services –Retail model, the continued development of a Partnership Agreement arrangement across Cheshire. As the lead organisation and chair of the commissioners group I have consistently delivered significant end of year out-turn positions for the partnership, through a system redesign,achieving an outturn underspend/ balanced budget position. Commissioning within Adults and Children’s Services and with partner agencies to ensure that outcomes are met, commissioning activity with partner agencies is improved and resources are used to best effect for all partner organisations
