Division Commander of the Special Investigations Division, Harford County Drug Task Force, a multi jurisdictional task force comprised of detectives from the Harford County Sheriff's Office, Aberdeen, Bel Air, and Havre de Grace Police Departments, and the Drug Enforcement Administration. It is the mission of the Harford County Drug Task Force to combat violent crimes as well as street, mid, and upper level Drug dealers and Drug trafficking organizations. I am honored to have been chosen for this command as it will be my fourth time being assigned to the Task Force. I have served previously as a Detective, Corporal, Sergeant, and now a Captain/Division Commander.

Edgewood, Maryland, United States

Division Commander, Special Operations Division. I am responsible for the command of 16 specialized units within the Harford County Sheriff's Office to include the Special Response Team (SWAT), Mobile Field Force (Civil Disturbance), K9, Traffic Unit, Marine Unit, Motors Unit (Motorcycles), Honor Guard, Drone Unit, Crisis Negotiation Team, Body Worn Camera Unit (LESS) and Command Bus Operations. Oversight of the operating and overtime budgets for each unit, staffing and capital projects. Command of barricade situations, hostage negotiations, executive protection details and civil unrest incidents. Responsible for the deployment of K9's, traffic enforcement units and the Traffic Crash Team, which investigates serious and fatal traffic crashes. In partnership with the Natural Resources Police patrol the waterways in Harford County to ensure compliance with safe boating laws. Responsible for the oversight of the Sheriff's Office Body Worn Camera program to include the vetting and release of camera footage for court proceedings, media relations and in compliance with court orders and the Public Information Act.

Northern Precinct

Division Commander in the Patrol Operations Bureau, Northern Precinct Patrol Division. Responsible for the command of three patrol shifts assigned to the Northern portion of Harford County. Oversight of day to day operations to include personnel management, staffing, supervision, crime prevention methods and strategies. Responsible for budgetary issues within the division to include overtime, training, equipment, office staffing and uniform needs. Prepare reports for overtime and overtime projections. Review and revision of current policies and standard operating procedures as part of the Sheriff's Command Staff. Prepare memoranda, investigate citizen complaints and ensure compliance with rules, regulations, policy and procedure. Oversight of the security, maintenance and reconstruction of the Northern Precinct building and grounds. Attend internal and external meetings such as Comp Stat, Commander's meetings and Community Advisory Boards to discuss and implement crime fighting strategies. Attend mandated training and career development related seminars. Prepare and administer personnel evaluations.

Southern Precinct

Shift Commander, Southern Precinct for all three shifts throughout my tenure as a Lieutenant. Responsible for the command of daily patrol operations, staffing and crime prevention in the Southern portion of Harford County. Responsible for maintaining shift schedules, which includes all leave requests, regular days off, vacation, overtime and training. Responsible for budgetary issues regarding overtime for the shift. Confer with the Division Commander regarding all matters pertinent to the shift and responsibilities of the Division.

Harford County Sheriff'S Office, Harford County Narcotics Task Force

Assigned as a Supervisor at the Harford County Sheriff's Office Special Investigations Division, Harford County Narcotics Task Force. Responsible for the supervision of a multi-jurisdictional drug task force with local, state and federal jurisdiction as it pertains to drug enforcement. Supervision of covert detectives from the Harford County Sheriff's Office, Maryland State Police, Aberdeen Police, Bel Air Police, Havre de Grace Police and the Drug Enforcement Administration. From 2008 to 2009 I was assigned as a Detective Sergeant in the Criminal Investigations Division supervising detectives in the Property Crimes Unit to include Burglary, Auto Theft and White Collar Crimes. From 2005 to 2008 I was assigned to the Patrol Division, Southern Precinct Shifts 3 and Shift 1, responsible for the oversight and supervision of a Patrol Squad.

First line supervisor in the Court Services Division for 20 months then transferred back to the Special Investigations Division, Harford County Narcotics Task Force. During my time in Court Services I was responsible for the overall security in the Circuit Court for Harford County. Security for the Judges, courtrooms and prisoners transported for trial. Completed a full overhaul of the Circuit Court security cameras, access doors, security policy and bomb threat policy. Once assigned back to the HCNTF I worked mid to upper level narcotics cases and supervised the work of detectives from the Sheriff's Office, Aberdeen Police, Bel Air Police and Havre de Grace Police Departments as part of a joint task force.

Held various positions to include Patrol, Drug Interdiction and Detective in the Harford County Narcotics Task Force. Excelled in DUI enforcement and drug interdiction. As a detective in the Task Force, I investigated street level drug dealers, working in a covert capacity. During this time I made over 500 hand to hand drug buys, authored over 300 search and seizure warrants and indicted numerous suspects for violations of the Controlled Dangerous Substances laws receiving convictions at both the state and federal level.
