Joint Engineer staff officer member of the Resources Division, Supreme Headquarters Allied Powers Europe (SHAPE). Plans, validates, and manages over 40 strategic level infrastructure works costing over 50 million dollars in support of the NATO Crisis Operations. Directly responsible to secure funds to execute these works from NATO's implementing committees. Coordinates directly with NATO's International Staff (NIS), Military Staff (IMS), AFN, AFS, ISAF, SFOR and KFOR Commands for strategic planning. Advises the SHAPE Joint Planning Staff and the SHAPE Command Group on the employment of critical engineer assets in direct support of operations in SFOR, KFOR, and ISAF. Represents the CMRB at the SDC J-Reps meeting and advises on resource issues impacting operations. COL Ruch traveled often to places such as Afghanistan, Kosovo, Bosnia, FYROM and Albania to make sure that Joint NATO projects were properly funded and constructed to support deployed NATO troops. He was part of the initial NATO assessment team sent in to recon what was to become the NATO ISAF Headquarters. Force protection recommendations have saved many lives over the years. He also worked as a key member of the team that worked to resource the efforts at Kabul International Airport allowing NATO access militarily and improving operations for the most important airport in the country for the GOA.
