• Directed, coordinated and oversaw the work of the Planning & Program Development Division within the Department of Transportation. Sections within the Division included: - Planning - Asset Management - Capital Programming - Asset Information Systems - Office of Highway Safety - Performance Monitoring - Grants -Training• From 2009 through 2011, responsible for the oversight of the Financial Management Division and trained and supervised the work of the Chief Financial Officer.• Served as the Department's strategic financial planner developing plans to insure the fiscally responsible use of state and federal transportation funds totaling about $300 million each year. • Led the Department’s efforts to implement asset management principals through which quantitative data models are used to determine least cost long term actions in the face of limited resources.• Advised the Director and Deputy Director on transportation policy issues particularly relating to federal transportation requirements and funding.• Developed and oversaw the processes and systems used for preparation of the State's Transportation Improvement Program, the Department's Capital Budget and numerous federally required transportation data reports.• Composed and prepared writings and presentations for use by the Director on planning & financial issues for presentation at national, regional and state forums. • Made presentations on policy and financial issues to the public, to federal agencies, to the Budget Office, to the Office of Management and Budget and to the Governor's Office.• Served as Executive Director of the Rhode Island Public Rail Corporation. In this capacity, I administered the program which indemnifies AMTRAK, and the MBTA to allow for commuter rail service from Providence to Wickford Junction in North Kingstown.
