Technical Lead for FL ELIS State & Local Government project of Early Learning Information Systems design & development for CRM Reports & Dashboards. Leading a team of developers to code, unit test and deploy SSRS reports and dashboards from OEL defined requirements. As part of the CRM design team I am tasked to help provide a system solution for each of the Business Processes defined for each Iteration of the project. Responsibilities include design document generation, HP internal and integrated work product reviews, provide project schedule estimates, resource assignments, CRM report development standards and best practices, Virtual Machine setup and configuration for development environments with appropriate tools, process & procedures for code, unit test for deployment into FL ELIS CRM base system to be integrated into various testing environments.

Led Reporting team sales pursuit for Large Insurance Carrier to gather and develop high level strategy documents that combined a two phased approach for a Medical Claim Intake Service solution and a Core Operations MetaVance solution. Provided staffing and costing estimates for both phases and attended several strategy sessions between HP and the customer. The solution covered technologies for Business Process Management and Business Activity Monitoring to develop dashboards and alerts using key metrics and key performance indicators defined by HP and the customer as well as an Operational Data Store used for dashboards and reporting. Assisted in discussions regarding the customer pricing engine, Networx, for understanding how claim data is needed for pricing and the use of MQ series messaging.Technical Lead for Oklahoma State and Education Employees Group Insurance Board for Data & Reporting effort. Our solution incorporated the MetaVance Operational Data Store utilizing three of the five Subject Area Universes via BusinessObjects report development. Managed a team of four to analyze, define and produce new customer operational reporting for Claims, Membership and Provider using BusinessObjects Desktop Intelligence and Universe Designer. Developed a strategy to accommodate the timely production of Daily, Weekly, Monthly, Quarterly, Semi-Annual and Annual reporting via an automated schedule. Supported the Blue Cross Blue Shield of Michigan team for Correspondence Generator and various other subsystems within the MetaVance solution. Provided guidance to customer regarding the Correspondence process and it would fit into existing customers architecture. Responsible for creating the MetaVance Metatory package and incorporated all updates to the data model for producing the web pages for all current and future customers that run the MetaVance system. Led Sales Pursuit effort for several Healthcare contracts for Data & Reporting analysis.

Supported the Reporting work for the Canadian GWL project sales pursuit. Travel to Winnipeg every other week to discuss Data and Reporting needs and to analyze their current reporting structure. Developed a solution to leverage existing MetaVance reports and defined any new custom reports required across business functional areas.Assisted Integration and Conversion work areas to develop scope and requirements documents, data flow diagrams, and solution architecture design.

Demonstrated success in the implementation of multiple large-scale mandated and non-mandated systems projects for AMISYS Membership Enrollment, Provider Network Management, and Claims Loading and Adjudication systems covering cross-functional business applications. Developed detailed business requirements to address Facility Claims Pricing, HIPAA, and ITS Out of Area Claims adjudication process. Identified cross-functional application systems impacted by these requirements. Scheduled regular gap analysis project team meetings.Created design documents from business requirements, prepared VISIO diagrams showing entity relationships and cross-functional processes, and provided resource work estimates.Coded and unit tested new and existing Enrollment, Provider, and Claims COBOL programs from design documentation, created database and table structures following design requirements, created new and modified existing JCL based on operational design constraints.Developed MQ Series messaging applications for Web based Provider Network, Pricing and Adjudication of Claims within the AMISYS software. Used MQ Patrol to create, and monitor message queues for application testing across multiple platforms. Assisted in the design and development of Sarbanes-Oxley security policy for the HP3000 platform for code migration to production platform. Assisted the offshore INFOSYS group with problem analysis for production issues and provided knowledge transfer sessions.

Provided support for Y2K initiative to convert all HMO applications to make Y2K compliant.Assisted in planning and organizing project details and helped to identify modules to convert.Coded and Unit Tested custom COBOL surround code that interfaced with AMISYS. Converted COBOL PROTOS package from using the existing database intrinsic calls to HP3000 turbo image database intrinsic calls. Acted as Project Lead for installation of GMIS Claim Check version 5.0 that interfaced with Amisys 9.42 release to provide substantial cost savings in the area of diagnosis and procedure code bundling. Developed Excel spreadsheet that contained business test results for Y2K.

Relocated and supported existing claims processing operations from Chicago to Richmond and merged claims systems onto one HP3000 platform. Provided HP3000 training, acted as DBA, performed network configuration and troubleshooting, and supported data transmission jobs via telecom services. Configured HP3000 for network access, print functions, user account creation and security, backup and restore strategy, FTP, job scheduling, performance monitoring, and user defined commands. Developed new COBOL programs and JCL to streamline claims clearinghouse processes.

Designed new COBOL and VPLUS application to connect to the Cable Order Tracking system and allow automatic cable selection from three primary cable vendors, which produced different types of communication cables, resulting in accurate cable tracking.Created new database to hold cable order tracking data for reporting purposes.

Managed IT department, attended regular business strategy meetings, gathered and discussed new projects with Comptroller to build the IT department and replace existing HP3000 with HP9000 Unix Platform. Installed HP9000 UNIX system to prepare for data migration. Redesigned existing Order Ship Bill system, and integrated motor assembly process into the BOSS 3000 software.

Designed and developed a COBOL/Turbo Image based system to provided flexible functionality to all business areas and support existing BOSS/3000 Order Ship Bill software package. Provided PC technical support for hardware/software upgrades, network access.Acted as DBA, performed configuration tasks, responsible for Optical Disc Storage, Interactive Voice Response development, and Novell Netware 4.1 hardware/software. Developed PC based IVR Inventory Stock Status Inquiry system that integrated with the HP3000. Installed Novell Netware 4.1, and OPTIKA Optical Juke Box software that connected to Customer Service and Accounting departments. Automated Customs Export application to follow the North America Free Trade Agreement.
