Robert J. Spagnoletti is the chief executive officer of the District of Columbia Bar and executive vice president of the D.C. Bar Pro Bono Center. He was president of the D.C. Bar from 2008 to 2009.Prior to being named CEO in 2017, Bob was a partner at Schertler & Onorato where he developed litigation strategies for clients in a wide variety of criminal, civil, and domestic matters, as well as represented individuals under investigation by local and federal government agencies.From 2003 to 2006 Bob served as attorney general for the District of Columbia. In that role he led 700 attorneys and support staff and counseled the mayor, D.C. Council, and D.C. Courts. Before being named attorney general, Bob served as an assistant U.S. attorney for the District of Columbia from 1990 to 2003, specializing in cases involving sex offenses and domestic violence.Bob also has experience in legal and government ethics. He was the first chair of the D.C. Board of Ethics and Government Accountability and was responsible for building the office that enforces the ethical code of conduct governing the executive and legislative branches of D.C. government.

Spagnoletti serves as the Chief Executive Officer of the District of Columbia Bar, the largest integrated bar in the United States with more than 113,000 members practicing in all 50 states and more than 80 countries. Located in a new headquarters building near the U.S. Capitol, the D.C. Bar prides itself on serving its members so they can serve their community. Among the services offered by the D.C. Bar are: nationally-recognized Continuing Legal Education courses; 21 practice-based Communities; a lawyer and law student assistance program to support wellness; a legal ethics hotline; law practice management advisory services; clients’ security fund; an Attorney Client Arbitration Board; the award winning Washington Lawyer magazine; and a number of signature events, including an annual Celebration of Leadership.Bob also serves as the Executive Vice President of the D.C. Bar Pro Bono Center, an independent 501(c)(3) affiliate of the D.C. Bar. The Pro Bono Center recruits, trains, and mobilizes volunteer attorneys to take pro bono cases serving individuals living in poverty who are at risk of losing their homes, their livelihoods, and their families. The Pro Bono Center also helps small businesses and community-based nonprofits needing legal assistance.

Founded the D.C. Board of Ethics and Government Accountability responsible for administering and enforcing the ethical code of conduct governing the executive and legislative branches of government. Developed a comprehensive code of ethical conduct for all D.C. government officials. Investigate ethics complaints, impose sanctions for ethics violations, provide advisory opinions to government employees, analyze best practices in government ethics, recommend changes to laws, rules and regulations, and produce a plain-language ethics guide and training materials. Receive and monitor financial disclosure reports and lobbyist registration forms. Enforce the Open Meetings Act and monitor the District’s compliance with the local Freedom of Information Act.

Navigated complex legal issues surrounding the acquisition of the Washington Nationals and the construction of Nationals Stadium.Served on the Executive Committee of the National Association of Attorneys General and as Chair of the Eastern Region of Attorneys General, working on multi-state matters including tobacco, consumer protection, criminal justice, and public health.
