Robert J. Spagnoletti serves as the Chief Executive Officer of the District of Columbia Bar, the largest integrated bar in the United States with more than 113,000 members practicing in all 50 states and more than 80 countries. Located in a new headquarters building near the U.S. Capitol, the D.C. Bar prides itself on serving its members so they can serve their community. Among the services offered by the D.C. Founded the D.C. Board of Ethics and Government Accountability responsible for administering and enforcing the ethical code of conduct governing the executive and legislative branches of government. Developed a comprehensive code of ethical conduct for all D.C. government officials. Investigate ethics complaints, impose sanctions for ethics violations, provide advisory opinions to government employees, analyze best practices in government ethics, recommend changes to laws, rules and regulations, and produce a plain-language ethics guide and training materials. Receive and monitor financial disclosure reports and lobbyist registration forms. Enforce the Open Meetings Act and monitor the District’s compliance with the local Freedom of Information Act.

Developed, managed, and executed litigation strategy for clients in a wide variety of criminal, civil, and domestic relations cases. Represented individuals under investigation by local and federal government agencies including the U.S. Department of Justice, U.S. Attorney’s Office, state Attorneys General, and Inspectors General. Designed and conducted internal corporate investigations. Negotiated employment contracts and provided legal advice on employment-related matters such as wrongful termination. Counsel government officials subject to Congressional oversight. Navigated complex questions of legal and professional ethics for attorneys and judges.

Appointed by Mayor Anthony A. Williams to serve as the chief legal officer for the District of Columbia. Conducted a thorough management review of the office and restructured its operations. Successfully negotiated and implemented the first collective bargaining agreement with the union representing Assistant Attorneys General. Established the Office of the Solicitor General to handle D.C.’s appellate matters. Counseled the Mayor, Cabinet, D.C. Council, and D.C. Courts. Provided leadership to 700 attorneys and support staff positions responsible for the ‘law business’ of the District of Columbia including civil, commercial, transactional, regulatory, appellate, criminal, family, and child support matters. Supervised the General Counsel and senior legal staff in more than 60 offices and agencies under the control of the Mayor. Managed complex administrative, civil, and commercial litigation. Engaged with the community on issues of public concern including domestic violence, at-risk youth, public nuisances, and community prosecution. Navigated complex legal issues surrounding the acquisition of the Washington Nationals and the construction of Nationals Stadium.Served on the Executive Committee of the National Association of Attorneys General and as Chair of the Eastern Region of Attorneys General, working on multi-state matters including tobacco, consumer protection, criminal justice, and public health.

Investigated and prosecuted a wide variety of criminal cases in the District of Columbia. Lead counsel in more than 100 jury and non-jury trials. Briefed and argued appeals before the D.C. Court of Appeals and the U.S. Court of Appeals for the D.C. Circuit. Created the Domestic Violence Section. Partnered with the D.C. Superior Court in establishing a dedicated domestic violence court. Served as the first chief of the combined Sex Offense and Domestic Violence Section responsible for prosecuting all D.C. criminal cases involving sexual abuse of adults and children, intrafamily offenses, and child maltreatment.
