PAC Lead for multiple DEM Regions. Assisting the Sub-Recipient (SR)with the request for reimbursement (RFR) funding. Reviewing documents in FEMA website (Emmie) in the process to capture documented SOW backup. Then validating and advancing the request. Finally writing the Project Worksheet closeout (FRR). Public Assistance Coordinator lead of 5 Project Specialists for 2 counties during DR 4283 Hurricane Matthew recovery. We wrote all project worksheets for DR 4283 Hurricane Matthew in Putnam County and St Johns before Turning all over to the FEMA PACL via Emmie External and the States FTP website. Public Assistance Coordinator lead of 3 Project Specialists for 3 counties during DR 4280 recovery. Wrote Project Worksheets and performed QA/QC for the team from Sept 2016 through December 2016 when reassigned to DR 4283. April 28, 2014, record floods hit North-west Florida causing major flooding. A declaration was given, DR 4177. During the first month, I performed the duties of the DR lead at the JFO working directly with the FEMA Infrastructure Manager and the State PAO in assigning personnel to the various locations and determining eligibility. Attended various Kickoff meetings. Promoted into the North-West PAC position supervising 8 personnel, reviewing FRRs/Closeout PWs, for multiple disasters (DRs) while writing and submitting my own projects.

Tallahassee, Florida Area

TS Debby impacted Florida June 2012 resulting a declared emergency for most of the State. DSI functioning as the SERT for Florida worked along side FEMA to perform PDAs. I was contracted to assist in the process. I conducted Preliminary Damage Assessments (PDAs), photographed, measured the damage and prepared documentation for FEMA declaration for TS Debby. With the declaration, I was assigned as Project Specialist for Multiple Applicants in Franklin County. I work closely with Applicant and FEMA Project Specialists (PS) to obtain federal grants. I wrote 12 Project Worksheets for 2 FEMA PSs and assisted a third PS with site visits, damage assessment, and obtaining supporting documents. Promoted to State PAC position for Team 1. Coordinated with FEMA PAC Team 1 to correct issues found in QA/QC queue. Promoted to Field Manager for TS Isaac and Hurricane Sandy. I am still operation in this capacity. Responsible for hiring, training, and assigning field crews to work along with FEMA teams. And coordinate difficult issues with the FEMA Infrastructure Manager. Our team assures the grantees are properly reimbursed for properly written PWs. Focus on Scope, DDD, and costs.

Region 3 Public Assistance

Received notification of needed assistance at the JFO in Charleston West Virginia on 5/22/12 and was onsite 5/26/12. I participated 18 Kickoff meetings along side FEMA PAC during the first 2 ½ weeks then wrote 34 Project Worksheets for applicants impacted by severe flooding and tornados during the remaining 5.5 weeks. I was the #1 Project Worksheet producer for FEMA PA department. I corresponding daily with PNP directors, County Administrators, State Police comptrollers, and Volunteer Fire chiefs to meet deadlines, exceeded all requirements and completed two Independent Study courses; one of which was IS-207 FQS to understand the changes to the DAE system.

Wrote initial Project Worksheets for Virginia Department of Transportation through Lewis Berger. Wrote several for FEMA and 3 for FHWA.

Okaloosa, Walton, Holmes, Washington And Escambia Counties

-Perform Project Worksheets Closeouts for 46 large projects and 6 small project-netting PWs. -Wrote PWs and versions (DAE functions) to load into Florida and NEMIS. -Coordinate work with and correspond daily with large PNPs, county road departments, school districts, emergency managers, government officials, risk managers, FEMA closeout specialists, group supervisor, and insurance specialist to accomplish project closeouts._Travel and work non-traditional hours in response to emergency work.

Okaloosa, Santa Rosa, And Walton Counties.

Job consisted of: Responsible for total state road infrastructure maintenance in Okaloosa, Santa Rosa, and Walton counties south of I-10. -Supervised 3 zone superintendents, 2 permit managers, 11 technicians, and 2 administrative assistants. -Hired, trained, and developed performance standards and provided feedback and rated employees in performance of duties.- Directed pre- and post-recovery efforts for hurricanes Ivan and Dennis. Responsible for all of the immediate emergency work. --Wrote contracts to handle the opening of debris-cluttered roads to allow emergency vehicle access to the state roads. Responsible for permanent repair work accomplished with Force Account Labor and Contract Management. Wrote contracts to hire construction engineering inspection companies to monitor the repair to the roads and for the companies to repair washed-out roadways. This experience gave insight to the applicant’s point of view in emergency work. -Worked with FHWA, FEMA and FDOT to accomplish goals. Supervised 8 multimillion dollar construction projects and 3 large maintenance projects
