Reporting to the Chief Operating Office/Deputy Director, Baker Institute, a world class health services/research organisation my role extends not only to the Melbourne Baker buildings (and other Baker sites e.g. Alice Springs Hospital), but to AMREP buildings e.g.: Burnet tower, Monash facility, AMREP Lecture Theatre, Ian Potter building and AMREP AS Animal Services Facilities (total area ca. 28,000 m2 and over 2,000 staff). The sites are made up of primarily of laboratories (including PC2 & PC3 Labs; wet chemistry labs), animal housing and research facilities, but also clinical/patient ward areas and offices. I am responsible for the operation, upkeep of all buildings and building services, for Melbourne and interstate sites. The focus of the position is to provide planning, strategy, finance, budgeting, compliance and facilities operations expertise across the portfolio.

Reporting to the Vice President, my key responsibilities on this critical environment site were:- Management of all contractors including planned, reactive & essential services maintenance. - Effectively managing a team of 6+ facilities support staff and preparing and managing the Facilities budget and preparing a monthly Facilities and Safety Report for executive management;- Managing all aspects of site security including access control, training, & documentation of security system setup and operation. - Responsibility for developing & implementing energy & waste initiatives for the site including prescribed waste;- Overseeing the building management system and on-call alarm procedures; ensuring that the system is 'fail safe' so that the critical system failures can be identified and rectified quickly (e.g. PC3 labs, ultra low temperature storage; critical reticulated gasses, IT and laboratory UPS systems, backup generators, chillers etc.);- Act as site contact for Government agencies, e.g. VWA, EPA, OGTR, AQIS, local water authority, MFB, police, building compliance;- As Facilities manager I had the additional role of Safety Manager for Biota, ensuring compliance with the relevant Acts, regulations, codes of practice and standards. Training, maintenance of records and documentation of safety procedures and systems of control and maintaining/updating Biota's Health & Safety Manual, were thus key aspects of this role;- Also, I had responsibility for all aspects of emergency planning, e.g. the scheduling of evacuation drills & maintaining the ECO, updating Emergency Procedures Manual, ensuring the required warden training was given and that emergency planning documentation was maintained to current standards and codes;- Project managed fitouts, refurbishments and upgrades (e.g. Clinical and patient areas PC2 and PC3 labs; chemistry labs and office areas etc.), relocations and major maintenance works to ensure timeline constraints were met.

Ensuring Compliance with statutory bodies;- Maintenance, upgrade & refurbishments - controlling and coordinating all site, facilities and laboratory maintenance activities; the planning, tendering, negotiation and implementation of all maintenance agreements; control/coordination of all contractors to achieve cost, quality, safety and time parameters; evaluation of plant/equipment utilisation; liaising with laboratory heads and tenant management representatives (Cytopia; Healthlinx; Planet Innovation; Axxin; Propanc); ensuring all works were conducted according to regulatory requirements and were validated and correctly reported; providing key input in the management of new facilities and the re-design of existing space. Lifecyle planning; procuring major equipment;- Note: I was employed on a 50:50 cost share basis with tenant, Cytopia Ltd (until October 2009) requiring juggling of conflicting priorities not only with Avexa, but across entire site. Managed several support staff;- Generating Facilities controlled documents.
