1975: Consultant, Muscogee Nation Election Board. Helped set up policies and procedures and then administer first tribally controlled election since 1903. 1975 to 1983: Muscogee Nation: manpower planner, research center manager, Director of Government Policy and Research. Major accomplishments: drafted tribal Citizenship Ordinance and Gaming Ordinance, participated in research leading to legal victories in Muscogee Nation v. Tulsa District Attorney (set up Creek Bingo, first in Oklahoma) and Muscogee Nation v. Hodel (recognized tribal courts first time since 1898); lobbied to bring Commodity Distribution Program (USDA) to Oklahoma tribes eliminated in 1964. 1992: Chief of Staff and Acting Director of Community Services, Muscogee Nation. OFFICES: 1975 to 1979: Commissioner, Muscogee Nation Constitution Commission: Harjo v. Kleppe, 420 F.Supp. 1110. 1990 to 1992: Commissioner, Muscogee Nation Gaming Operations Authority. Administered tribal bingo operations in two locations and approved contracts for building third facility. 2001 to 2004: Citizen Member, Muscogee Nation Constitution Review Committee.
