Held the position of Branch Chief for the Acquisition Excellence Branch in the Space and Missile Systems Center's Acquisition Center of Excellence (ACE). Led a team of military officers, civilian program managers, Aerospace contractors, and a Northrop Grumman contractor in helping guide a number of SMC Special Program Offices (SPO) through the different phases of the National Security Space acquisition process defined in NSS 03-01. In this Branch we primarily provided support guiding the SPOs from the development of their acquisition strategy through source selection. Another area of responsibility was acquisition knowledge management. The purpose is to capture lessons learned in our Advanced Lessons Management System (ALMS) so they could be retained and reviewed during future acquisitions providing a means for ongoing process improvement. Acted as the liaison for SMC’s ACE to work with the Air Force ACE on acquisition lessons learned. Worked directly with the SMC’s Chief engineer on policy and coordination between engineering activities and ACE program management support.

Led and directed squadron personnel and operations in the commander’s absence in support of the Space and Missile Systems Center mission with 5,000 employees nationwide and an annual budget of $6 billion. Directly supervised and Led a team of 55 government professionals and 13 contractors. Assessed the impact of downward directed policy, provided feedback to AFSPC, and CIO. Coordinated and implemented local policy for IT/cyber and Multimedia at SMC. Developed Center IT/cyber strategic plans, telecommunications, multimedia, and radio systems. Determined requirements for and executed the 61 CS $10 Million dollar annual IT/cyber budget for the SMC at Los Angeles AFB. Worked IT/cyber budget requirements, planning and implementing execution strategies, as well as reporting on execution to Headquarters Air Force Space Command. Managed all 61st CS IT/cyber contracts (69 contractors) and the base visual information management for SMC. Successfully Led, planned, programmed, installed, and implemented IT/cyber, telecommunications, and security systems, a new network control center and equipment; a new classified network control center and equipment; a new Class V 100,000 line capable Nortel telephone switch and 3 remote telephone switches managed through the Class V switch; a multi-wave division multiplexing information transport system; multi-purpose conference center; video conferencing center with 3 rooms; audio visual, and computing support for 20+ conference rooms, some with video conferencing capability; phone and computer desktop support for all government and contract employees; the base security system needed to support industrial security requirements for: perimeter security, inside building, area for unclassified, and all levels of classified locations – this includes video, audio, alarm, notification, intrusion detection, and recording systems for all classification requirements; Land mobile radio relocation and upgrades.

Senior ACC Systems Telecommunications Engineer. Developed IT/cyber policy, procedures, and plans for the overall command enterprise network architecture for Air Combat Command. Ensured projected Air Force communications and information systems were interoperable, integrated, logical, derived of well-proven technologies and principles to fully meet all operational requirements. Provided technical support for policy making on Information Operations (I0) to include Information warfare (IW) and Information Assurance (IA). Developed ACC IT/cyber system architectures and transition strategies for systematic infrastructure upgrades to satisfy communications and information requirements. Worked with and communicated with numerous IT/cyber contractors, R&D organizations, Commands, Joint Commands, and Defense Information Systems Agency in defining/reviewing IT/cyber Defense Information Infrastructure and Joint Technical Architecture (JTA) requirements. Represented ACC as their voting member on the Joint Technical Architecture-Air Force Configuration Control Board. As the HQ ACC/SC Y2K POC I coordinated and worked all Y2 K related issues for the ACC staff. I developed the contingency operations plan for HQ ACC/SC for Y2K. Represented the HQ ACC Chief Information Officer (CIO) on critical IT/cyber issues as the Command’s Electronics Engineer. Led the IT/cyber technical planning for Y2K testing for HQ ACC/SC for the Joint Expeditionary Force Exercise 1999 (JEFX99). Provided IT/cyber technical architecture support for a major USACOM exercise plus other Special Technical Operations (STO). Also, assumed the duties of Branch Chief when he was not available for duty.

Provided systems engineering support for the overall MILSTAR satellite system and the terminal segment, which has “Presidential Priority”. I facilitated the terminal Integrated Product Team (IPT) and infused a new spirit of cooperation and teamwork. Determined engineering manpower requirements for the IPT. Coordinated with a number of different offices, agencies and contractors. Some of these are Lockheed, Raytheon, Korry, Datametrics, Logicon for contractors and for the government ESC, AFSPC, SMC, 38th EIG, DISA, Navy and Army organizations. Co-chaired the MILSTAR terminal TRI-Computer Resources Working Group which is a tri-service (Air Force, Army, Navy) IT working group addressing the life-cycle computer resource requirements for the terminal segment of the MILSTAR satellite program. Worked space segment and terminal segment IT integration issues. Determined the manpower, facility and funding requirements for sustainment of the Air Force Command Post Terminal software. Developed Engineering Change Proposals (ECPs) and Contractual Engineering Tasks as necessary to support the system. Worked closely with the contracting office in support of the above tasks. Provided system-engineering support for the Radar IPT. This primarily dealt with engineering support for software and hardware sustainment of the AN/TPS-75 Radar with it’s positioning and monitoring controls. Developed Engineering Change Proposals (ECPs) and Contractual Engineering Tasks as necessary to support the system. Determined engineering manpower requirements for the IPT. Worked closely with the contracting office in support of the above tasks. Determined Year 2000 compliance for the components of the Radar used on the system. Involved in determining the facility IT requirements for the Software Maintenance facility to be built at Hill AFB in support of the System Support Manger for GTACS.
