Final position: Senior Vice President of Research & Information Systems. Rationalized and integrated the initially informal University of Phoenix teaching/learning model, adapting it to the precision quality delivery managed model for which it was recognized from the mid-1990's through mid-2000s. Designed and implemented the University's multi-campus academic continuous quality management and decision-support system, the first such system to move affirmatively away from reliance on inputs by focusing on process management and continuous quality improvement. Created a knowledge-based system to match instructor skills with student needs. Designed the automated knowledge-base system for classifying, storing, and stakeholder-based reporting on 15 million student process comments. Created the Internal Customer Service Survey and the real-time Student Pulse Assessment.

Executive and programmatic responsibility for human services in 17 county region. Managed eight executive staff. National recognition as model HSS.
