Homeland Defense, Defense Support to Civil Authority (DSCA) subject matter expert with over 15 years experience training individuals and organizations in emergency response, command and control, and logistics support of response operations. I am particularly strong in planning, coordinating, conducting and documenting training for groups and key leaders to expand existing or acquire new skill sets in response operations. I have successfully implemented new Weapons of Mass Destruction (WMD) response capabilities from ‘PowerPoint’ concept to ‘boots on the ground’ performance – including determination of capability requirements, budget forecasting, long and short range planning, identification and resourcing of training requirements, establishment of performance evaluation metrics, and validation of capability readiness. My experience in military operations in both training and combat, as well as disaster response support operations at unit through State-levels allows me to assess and improve operational control activities at all levels for cohesion, efficiency, and effectiveness. I have hands-on experience with WMD response organizations including the Texas CBRN Enhanced Response Force Package (CERFP) and the 6th (WMD) Civil Support Team. I have also planned operations for over 20 years, directing a joint, interagency, planning team to develop the State of Texas ‘Mass Migration’ response plan. I led the military joint planning group for the subsequent development of the supporting military plans for ‘Mass Migration’, ‘Cross Border Violence’, and Pandemic Influenza responses.
