For more than five decades, I have been a strong advocate of Constitutional policing and have worked with many police agencies to address issues that impact the legitimacy of police in the eyes of the community. During my extensive career in law enforcement, I have served as a senior executive in several large American police agencies, including Boston and Houston. My experience also includes time as the Director of Public Safety for the Massachusetts Port Authority and Chief of Staff of the White House Office of National Drug Control Policy. My global experience expanded when I was tasked to Bosnia following the war, as both Deputy Commissioner/Operations and Commissioner of the United Nations International Police Task Force where I oversaw the restructuring of that country’s police.
