The NATO Manning Division provides CCMD-level manpower and strength management for approximately 2,600 US military personnel to include 32 GO/FOs serving in NATO. Negotiates and manages US participation in multinational organizations supporting the NATO Alliance. The division's mission spans 94 organizations in 57 locations in 21 countries and includes NATO HQs, NATO Agencies, the NATO Command Structure, NATO Force Structure, NATO Centers of Excellence, NATO contingency operations, and other NATO Military Bodies.

Wiesbaden, Hesse, Germany

Lead for performing JFLCC-, ASCC-, Corps-, and Division-level Human Resources (HR) planning for USAREUR contingency plans and provides HR participation and validation in numerous joint & combined exercises annually. Oversees HR policy and planning involving crisis response, humanitarian assistance/disaster relief, noncombatant evacuation, theater gateway reception, theater postal, and contingency Morale, Welfare & Recreation. Formulate tasking orders, operations orders, and general administrative messages; theater accountability, G-1 tasking management, G-1 crisis response planning, and special projects. Coordinate staff input for orders, FRAGOs, OPLANS, and exercise directives. Ensure consistency with HQDA, EUCOM, USAREUR, and Host Nation policies. Support staff OPTs for future operations ensuring G1 equities and regulatory requirements are met. Review G1 responsible portions of USAREUR OPLANS, CONPLANS, OPORDS for completeness and relevancy. Direct and manage the development of HR support concepts and determine objectives. Direct the coordination, compilation, validation, and submission of G1 support requirements to EUCOM, USAREUR, NATO and Host Nation.

Responsible for the training, processing, and integration of international officers attending the U.S. Army War College (USAWC) and international programs impacting the USAWC. Accountable for the planning, resourcing, and execution of the International Fellows (IF) Program. Directed a staff that supported 79 senior officers attending the resident program, 15 attending the distance education program and 32 attending the academic preparation program. Oversaw the administration and welfare of all International students and their family members while in resident at the USAWC. Managed a $2.5 million budget from International Military Training Funds, Foreign Military Sales, counter-terrorism and other funding sources. Course Director of the Unified Command Field Study Course and the International Fellows Orientation Course. Coordinated with DoD, Department of State, embassies and other agencies in support of the program. Managed a sponsorship program of over 200 volunteers from the local community to facilitate reception and integration. Monitored and assisted students with their academic progress. Proponent for the International Hall of Fame, alumni outreach, and numerous other programs.

Ankara, Turkey

Led the Agreements and Operations Directorate in the Office of Defense Cooperation. Advised the Senior Defense Official, U.S. Ambassador to Turkey, and other government agencies on bilateral and operational national security issues. Assisted in the formulation of U.S.Government and National Security policies and objectives in the region. Coordinated bilateral support for current operations to include daily coordination between U.S. and the Republic of Turkey. Coordinated host nation support requirements for contingency, disaster relief, peace time operations and training exercises. Managed construction, imports, exports and transfers of government equipment.

Heidelberg Area, Germany

Managed European regional personnel transformation to include planning of organizational deactivations related to European restructuring, preparing personnel for movement into other regions, and reorganization of remaining personnel assets. Planned the successful relocation of a major regional headquarters and associated equipment.

Responsible for multinational talent management; human resources administrative actions to include senior management recruiting, placement, and training. Responsible for organization, structure, and personnel resources design and development. Management of personnel actions and all manning documents for a 140,000 strong organization.

Heidelberg, Germany

Commander of United States Army Garrison Heidelberg (USAG-HD) providing base support operations for almost 20,000 personnel on 14 separate installations, to include force protection for an Army 4-star MACOM, 3-star Corps, and a 3-star NATO Headquarters within the command's footprint. Delivered safety, security, and installation services to include engineering and housing, health and emergency services to empower Warfighters, Families, and civilians while supporting transformation. Planned, prepared, and executed support garrison activities, providing program objectives, development strategies, and direction to a workforce of over 600 military and civilian personnel.
