The Deputy Secretary is the principal civilian deputy to the Secretary of Defense, and is appointed by the President, with the advice and consent of the Senate. The Deputy Secretary, first in the line of succession to the office of Secretary of Defense, acts as the Chief Operating and Chief Management Officer of the Department of Defense, with the full power and authority to act for the Secretary. As the 31st Deputy Secretary, Work served alongside three different Secretaries of Defense across two administrations. He oversaw the day-to-day business and led all internal departmental management processes, including the development of the defense program and its associated $600 billion budget. He also led the development of the Third Offset Strategy, focused on strengthening conventional deterrence through the application of new technologies and innovative operational concepts and organization constructs.

Chief Operating/Management Officer of the Department of the Navy, a Presidentially appointed, Senate confirmed position. Principal deputy and advisor to Secretary of the Navy, and Chief Operating Officer of the Department of the Navy. As such, Mr Work was responsible for day-to-day business operations of the global U.S. naval business enterprise, with over 600,000 active duty and reserve personnel and 200,000 government civilians. He supervise the development and submission of the department's $170 billion program and budget.

Director of Studies at the Center for Strategic and Budgetary Assessments, an independent, not-for-profit public policy research institute focused on defense strategy, planning, transformation, and investment. Directed the Center’s $5+ million annual research and war gaming portfolio, funded by the Department of Defense, foundations, and defense industry. Author of numerous reports, monographs, and articles. Frequent speaker at national security conferences. Interacted extensively with press and Congress.

One of two senior military assistants supporting the Honorable Richard Danzig, 71st Secretary of the Navy. Regularly called upon to handle and resolve complex and sensitive issues involving the White House, Congress, Department of Defense, and Department of the Navy. Conducted analysis of the departmental budget and staff issues in preparation for the daily schedule. Helped craft the highest-level official organizational responses on a wide range of political, operational, and personnel issues. Drafted Departmental policy papers. Key participant in preparations for White House, Pentagon, and press briefings, as well as for Congressional hearings. Directed approximately 70 personnel assigned to provide administrative, legal, protocol, and public affairs support to the Secretary.

Commanding officer of a 308-acre U.S. training base located on mainland Japan. Directed the efforts of 325 American and Japanese employees providing housing, food service, maintenance, transportation, medical, environmental, and training support to rotational training units ranging from 400 to 1200 personnel. Managed $43 million worth of equipment, a $150 million facilities plant, and a $15 million payroll. Planned and implemented a $1 million base operating budget.

Director of the Marine Corps’ first strategic intelligence, planning, and action cell, reporting directly to the CEO. Designed an all-source, multi-media “War Room.” Worked closely with members of Congress, the Department of Defense, industry, think tanks, academia, the private sector, and the press to identify opportunities and challenges facing Marine Corps senior leadership. Organized and supervised multi-disciplinary teams to analyze strategic issues and draft recommended corporate courses of action. Provided weekly reports and brief-ings to corporate leadership. Led the analytical effort in support of Marine Corps input to the 1997 Quadrennial Defense Review and 1998 National Defense Panel. Conceived and implemented an 18-month “strategic information campaign” to explain corporate vision and organization to members of Congress, the press, and civic organizations; authored and published two information pamphlets and organized two major conferences in support of campaign goals. Project Manager for a $240,000 study to consider the future of U.S. global engagement and the reorganization of the Cold War national security structure; co-authored the final formal report

Commanding Officer of a a 550-man artillery unit tasked with preparing subordinate artillery units for 6-month independent deployments in direct support of Marines deployed to Japan and aboard naval vessels. Supervised all aspects of operations, unit training, administration, personnel management, and logistics. Managed $33 million worth of equipment, a $20 million facilities plant, a $35 million payroll, and a $750,000 yearly ammunition account. Prepared and executed a $440,000 yearly operating budget.

Operations officer for one of three 2,500-person organizations providing artillery support to Marine forces. Supervised all aspects of unit planning, operations, and training. Executive and Operations Officer of a 1200-man wild land firefighting brigade; deployed for 30 days in support of the National Inter-Agency Fire Center in Washington state and Idaho. Authored a 70-page operations manual still used by military units sent on domestic firefighting missions.

Director of Support Operations for the organization responsible for operating all U.S. space reconnaissance assets. Coordinated worldwide activities of NRO support representatives. Dealt directly with a wide variety of military, governmental, and non-governmental customers to proactively anticipate and respond to their reconnaissance needs. Planned NRO exercise support for all customers. Coordinated with customers during actual contingency operations to determine how NRO assets could provide assistance, and then implemented the plans to do so.
