HQCEC Middle East Co., KSA & UAEPosition: Project ManagerThe main roles/responsibilities are cover:Lead proposals development for HAIL&GHASHA Oil and Gas projects, UAE;Lead proposals development for LINDE 10,000 m3 FBT Tank project, KSA;Lead project management department functional procedures development;Review and monitor bidding proposals.

My main roles/responsibilities are:a. Be responsible for functional, QSHE, on time and within budget for large/complex projects; b.Fulfillment of tasks for assigned projects and manage the execution and associated activities for on time delivery of projects.c.Monitor and supervise contractors, suppliers, and third parties.d.Change management in project scope, cost and schedule;e.Manage, control, and prevent project risks through the entire project life cycle and drive resolution of risks. f.Initiate and ensure proper risk management process;g.Cooperate actively and interculturally with internal business units, contractors, and authorities;h.Lead negotiation with customers, partners, and sub-contractors.i.Team building, coaching and early coordination of tasks, responsibilities, within project team.The execution details covers:- Interface with Client, Main licensors, Contractors; - Coordination between project stakeholders;- Project management team set up and alignment;- Construction management;- Management on project QHSE; - Cost/Budget management;- Schedule/Progress management;- Chair/lead the project management meetings; - Management on Engineering, Procurement, Construction and Pre-Commissioning;- Management on project quality in align with the project specs and codes/standards;- Management on the critical path;

Project team development;- Manage and coordinate the Engineering, Construction, equipment/materials procurement;- Monitor and management the overall project schedule;- Monitor and control the project cost;- Selection of Sub-Contractors and vendors - Establish an agreed program with highlighted milestones and key dates for action items. - Keep the 0 incident and other aspects for HSE- Interface between Client and 3rd parties,

- Manage and coordinate the work of China design institute;- Prepare contract documentation including specifications and tendering documents. - Selection of General Contractor- Establish an agreed program with highlighted milestones and key dates for action items. - Ensure clear communication channels with the design institute and other design consultant - Issue regular monthly/bi-weekly progress reports. - Ensure strict control of safety by continuous and vigilant monitoring. - Monitor contractors' progress against submitted programs. - Keep a full register of site instructions and variation costs, including reasons for changes. - Co-ordinate government inspections and approval procedures. - Monitor delays and difficulties encountered by contractors and implement remedial actions.

Coordination and management on all disciplines (Process, Mechanical, E&I, CSA, etc) - Coordinate design interfaces between other EPC Contractors and Government Organization - Manage the production of design deliverables from a Chinese Design Institute.- Develop Work Breakdown Structure (WBS) and Scope of Works. - Produce schedule of design deliverables to meet project milestone dates.- Provide support and advice on all technical matters throughout the project.- Track material quantities specified in the design documents against budget values.- Control design man-hours in accordance with project Design Time Estimate.- Provide support on contractual matters including scope of work, change orders and claims. -Produce bi-weekly and monthly progress reports and chair weekly management meetings.
