I serve as a national legal expert and agency leader in the transportation of hazardous materials by rail, railroad security, and sensitive security information, providing legal guidance and regulatory interpretation to Federal Railroad Administration staff, agency and Department officials, regulated railroads and hazmat shippers, Congress, and the general public. I have a foundation of experience in Federal railroad safety and hazardous materials transportation regulation, administrative law, regulatory drafting, and administrative and Federal court litigation. I currently lead and advise a high-performing legal staff, and work collaboratively with technical experts across agency offices.
