I'm presently a systems analyst for the Baltimore Application Programming and Systems Operations branch of the Center for Automation, Security, and Integrity at SSA's office of central operations. As one of only five software requirements analysts supporting a 5000 person organization I have the rewarding opportunity to help management and operations staff automate their internal business processes to improve security and productivity. Our office delivers customized Web and windows enterprise mainframe applications and management information products supporting earnings records, disability benefits, and international social security services. Some of my accomplishment while here include product sustainment, coordinating a software modernization effort to meet evolving .NET and Internet browser standards. Analyzing business process automation requests and eliciting product improvement requirements. Writes specifications for new software including defining quality attributes, interfaces, and constraints. I manages multiple small teams of application developers and stakeholders throughout the software lifecycle, prepare test plans for old and new applications and supervise unit and acceptance testing. I actively support employee diversity programs and promote veteran assistance and retention as web master for Veterans and Military Affairs Advisory Council.

As Program Manager, established a Project Support Office for the International Operations Program directorate. Successes include improved employee deployment and re-deployment, centralized project reporting, and improved timekeeping and overseas travel expense reporting cost control. Ensured procedures conformed with US and international standards. Routinely introduced PMBOK concepts to operations and maintenance staff. Mr. Barker authored several first-publication of corporate operating procedures including a deployment management handbook, equipment repair and revision policy introducing Level of Repair Analysis for lifecycle planning, and a FAR part 45 compliant accountable property management handbook for both corporate- and customer-owned property. As Principle Engineer for hardware and power, provided Tier/Level 3 support throughout deployment, operation and maintenance of fielded systems. Trained international electrical wiring standards and best practice. Planned and led field maintenance visits. Surveyed overseas telecommunications facilities and grounds, analyzed quality of electrical power and HVAC, and developed installation plans. Inspected electrical and mechanical work performance and prescribed detailed corrective action. Again, Mr. Barker authored several first-publication of operating procedures including a “projectized’ approach for in-house integration and fielding of remote site system, a preventive maintenance program improving performance of remote UPS, and a battery maintenance policy identifying embedded equipment and tool batteries and introduce procedures for their maintenance, replacement, and disposal. He designed a VSAT terminal mounting frame to resolve protective ground and maintenance issues, specified a power distribution architecture for the next generation Integrated Surveillance & Information System (ISIS) remote, and improved power distribution, lighting, and worker safety in the plant's integration and manufacturing laboratory.

Administered time & material, cost-plus, and firm-fixed contract task orders and routinely interfaced with contract support, HR, and financial managers in project setup, task order modification, and closeout. He was responsible for day-to-day workforce management including timekeeping, training monitoring, and personal/leadership development fostering a results-oriented and customer-focused workforce. Mr. Barker supervised forty senior systems engineers, administrators, and Help-desk personnel supporting US Army, Navy, and Defense Logistics Agency Organizational Messaging systems (DMDS/DMS) at CONUS and OCONUS sites. These included the Joint Interoperability Test Center, Indian Head, Washington Navy Yard and Fort Huachuca, and Navy NETWARCOM, Charleston. His background in C4I facility design and operation enabled him to lead a team of senior engineers developing systems architecture and CONOPS for DARPA National Cyber Range proposal. His engineering background qualified him as a functional area expert on Prime contractor and several L-3 interdivision proposal teams where he organized teams of functional area experts to respond to internal L-3 requests for Capabilities and Past Performance statements and respond to government Requests for Information. As program manager, he prepared requisitions, determined salary to stay within profitability, screened and interviewed applicants, and recommended hires. Mr. Barker has experience preparing products like Program Management Plans, revenue and stoplight reports, and Earned Value Management tools like cost-to-complete reports. He also managed a BD Pipeline where he used resources like INPUT, FedBizOps, and Hanscom AFB Electronic RFP Bulletin Board (HERBB) to identify opportunity and initiate/track capture using Deltek GovWin and led Gate Review meetings with senior managers. Other proposal skills include story boarding and serving as "Book Boss” for proposal sections.

Wrote performance work statements, purchase requests, and quality assurance surveillance documents. Evaluated effectiveness of subordinate agency Emergency Action and Continuity of Operations Plans. Supervised copper and fiber plant and structured wire designs for construction program. Directed engineering review of IT portion of building construction projects

Led staff responsible for managing C4I systems planning & implementation at 36 air bases and manned sites across Europe and the Mediterranean. As a Program Element Manager (PEM) for US Air Forces Europe headquarters, I managed a $53.8 million C4I systems Engineering and Installation (EI) program and coordinated the distribution of funding, monitored funds execution, and assisted base level project managers resolve material issues for project sites. I was also responsible for managing an allocation of 11,400 Air Reserve man-days which was used to bring Air National Guard and AIr Force Reserve EI specialists over to Europe to perform installation activities which would have otherwise exceeded the base maintenance activities ability to support. This was a real force extender for USAFE's EI & operations capability. As PEM, I was responsible for preparing the Command’s input to the Air Force's Program Objective Memoranda and briefing C4ISR systems and financial management leadership at the headquarters. I routinely communicated with the Air Force PEM at the Pentagon throughout all phases of the DoD Planning, Programming, and Budgeting System. As the headquarters expert in my field, I was invited to inspect subordinate field office C4I planning and implementation managers and staff as part of Inspector General team.Successes:* Drafted Air Force instructions streamlining requirements and material management procedures.* Found $32.5 million in infrastructure requirements omitted from $735.5 million MILCON program* Pioneered development of web-tool to manage $324.8 million in C4I requirements.* Organized first Systems-Telecommunication Engineering Manager Roundtable Conference.

Managed maintenance activity for communications, meteorological, and aircraft navigation systems at 35 NATO Air Force & Army sites. I supervised over 100 military and civilian maintenance specialists in 16 work centers. My duties included directing maintenance of cryptographic radio & weather systems at multiple locations with limited resources and ensuring continued high quality repair and remanufacturing operations in one of the worlds only overseas depot repair activities for unique airfield weather sensors. I controlled $230,000 annual budget supporting $13.3 million in C4I systems.Successes:* Saved over $1,200 in annual vehicle operating expenses by changing maintenance team schedules. * Proposed HVAC design improving wartime reliability of Wing Network Control Center.* Saving a manpower authorization by establishing new electronic emanation survey tracking process.

Managed operation of all Air Force voice, base level data processing, and Top Secret message processing for a SIGINT station. I supervised 55 military and civilian personnel located in three facilities and controlled operation, security, & protection of $7.5 in IT systems resources. I was responsible for a telephone exchange and switchboard as well as a Unisys mainframe computer complex which supporting financial, personnel, and logistics operations for the entire base. My message center handled both unclassified and classified DMS record messaging services and was also the COMSEC custodian for the base. My responsibilities included monitoring operational status of the many DISA and CRITICOM circuits which traversed the base and operating locations at Martina Franca and Mount Nardello as they continued into Greece, Turkey and Southwest Asia.Successes:* Negotiated with Italian Telecom to break 18-month stalemate over telephone service charges.* Initiated Credit Card commercial telephone service; reduced service charges at least a third.* Designed Trunked Radio system; improved inter-agency communication saving $25,000 annually.* Combined small computer, wireless, and data customer service centers into single “One-stop” office.* Designed new site for Federal Broadcast Information Service station in preparation for base closure.

Analyzed Air Force C4ISR support requirements of Joint Chiefs of Staff operations plans and provided input into time-phased force deployment plans in JOPES. My duties also included the development and scheduling of Joint and Air Force command post and field training exercises and evaluating the readiness status of combat communications units and effectiveness of subordinate agency emergency action and Continuity of Operations Plans. I routinely briefed a general officer and his executive on agency’s wartime & contingency IT support capability and limitations. I organized and trained headquarters exercise control staff to ensure realistic exercise scenarios and responsible for a $120,740 inventory of automated data processing equipment including a Top Secret GCCS terminal.Successes:* Wrote and implemented agency’s first exercise physically relocating headquarters executive staff.* Supported Air Force Survival, Recovery and Reconstitution exercise planning at the Pentagon.

Supported manufacturing and sustaining engineering for Navy automated avionics testing systems. Prepared mechanical and electrical drawings of system intra-rack cables to improve manufacturing efficiency and field troubleshooting and repair. Analyzed discrete logic control circuitry and verified FPGA programming tables which replaced them. Evaluated photomask layouts for multilayer circuit board construction. Ensured Stripline artwork and backplane wiring maintained characteristic impedance end-to-end. Verified engineering changes before production release. Assisted Buyers in transition from reliance on Military Specification components to commercial off-the-shelf material by coordinating US Navy approval of Specification Control Drawings. Coordinated commercial specification components in manufacturing with Reliability Engineers.Successes:* Directed changes to mitigate EMI/EMC issues in early production multi-layer printed circuit boards.* Designed and supervised construction of production line integration tool; proved to accelerate final systems integration and testing while improving personnel safety.

Directly supported new product development and manufacturing of advanced commercial and residential intrusion detection and alarm monitoring components and systems sold for commercial and residential use. Repaired assembly line QA test rejects, analyzed for manufacturing defects/trends, and suggested design and production changes to lead product engineers.Successes:* Identified photo mask, flow solder and manual rework assembly line quality control deficiencies.* Repaired assembly line machinery like hermetic welders and QC test stations during night shift.
