Contract and Acquisition Management in Contract Oversight Management section. My duties as a Program Analyst (Task Monitor) include acting as the authorized representative for several different Contracting Officers, as COTR or Alternate COTR on different contracts. I was the primary point of contact for some contractors. I was the Government’s technical representative for contract administration and providing the technical aspects for the contracts. I attend meetings for the agency and made recommendations and kept records concerning the technical aspects of the project. I maintained documentation on all applicable contracts.Through various methods I insured the contractor’s work and reporting was in accordance with the contract. Recommend requirements for change orders and prepared Government estimates to evaluate the contractor’s claims or proposals, and recommend acceptance or rejection of invoices; also monitor the submission of contractor reports and invoices. Developed and wrote Quality Assurance Surveillance Programs (QASP) and provided performance reports on contractors. Proposed changes and developed new systems, policies and studies. Determined the possible impact of changes to new programs. Assisted the section manager with goal setting and objectives, then monitored to see they were completed.I analyzed data and performed special studies to present to various stakeholders at FEMA and developed the formats to report the requested or proposed data. Developed and participated in planning of organizational support activities, which enhanced cooperation with participants.

Employed as an independent insurance adjuster, Executive General Adjuster assessing damage for Insurance Companies and NFIP. Adjusted claims for NFIP (Certified in all five categories: Manufactured (Mobile) Home, Residential Dwelling, Small Commercial, Large Commercial and Condominium (RCBAP) and insurance companies (Certified Texas Property and Casualty Adjuster) for residential, commercial, condominiums and marine losses. Extensive use of computers and specialized software to assess damage, update and revise cost of repairs. Used Geospatial software to locate and identify claims, measure and estimate damage. Interfaced with insured’s, local and state governments, insurance companies, FEMA/NFIP, outside sources and management to effect closure of claims. Reviewed insurance policies for coverage's, provided technical advice. Analyzed policies to provide technical assistant to applicants, determine and estimate damage for covered losses and made recommendation for payment or non-payment of claims. Knowledgeable of insurance policies, procedures and practices for repair or replacement of damaged property. I conducted forums and informational meetings for insured’s, staff and community leaders on various topics affecting claims under various conditions, including disaster sites, office settings and during on site inspections.
