Board members are responsible for settling policy and direction to WVWD staff Representing the communities of Rialto, Fontana, Colton, Lytle Creek, Bloomington, portions of the unincorporated area of San Bernardino County as well as a portion of Jurupa Valley in Riverside County.

Robert J. Bourland is Director of Enterprise Systems and Enterprise Information Management at Southern California Edison. In his career Bourland has served successfully as a strategic visionary leader, large systems implementer, and effective operational manager. After successfully leading the ERP Technology Team through five major releases, Bourland assumed responsibility for the development and support of SCE’s enterprise technology solutions including SAP, SCE.com, SCE’s corporate intranet and various other systems supporting SCE’s core business. Recently, Bourland also assumed responsibility for SCE’s Enterprise Information Management initiative (Big Data). Previously, Bourland was Director of Application Services which developed and maintained the core systems and applications that power SCE’s most fundamental business processes, including Power Delivery, Customer Services, Billing and Outage Management. Bourland began his SCE career in the Customer Service Department in 1979, and has held various management positions within the IT Department.Bourland’s civic and community activities include serving on the El Rancho Verde Municipal Advisory Committee board and actively participating in his church and related activities.Bourland holds a Bachelor of Science degree in business administration and received his certificate in executive management from Harvard University.
