Vice President, Security is responsible for creating, maintaining and monitoring security policies and programs designed to promote safe and secure environment for employees and guests and to ensure protection of company assets.

The mandate of the Corporate Security department is to be the Bank’s trusted advisor, to set global standards and ensure protective and investigative services are focused on the effective, efficient and proactive management of security risk.

Responsible for managing the day-to-day operational security function to ensure the safeguard of the Bank’s infrastructure and personnel. Accountable for the management and functional integrity of the integrated personnel security screening and security control systems for all Bank sites; security monitoring and response; and for the Security Officers/Operations at all Bank locations.

• Supplied Immediate Recall to federal and municipal policing services, military services, and security and intelligence agencies while heading business development and IT support.

• Manage 38 emergency response personnel across Assault, Surveillance and Reconnaissance, and Training and Logistics Troops in providing tactical support for both PMPD and VIP sections.• Provide high level security services for government officials by coordinating regional assets and advanced planning.• Lead domestic and international deployments in support of the National Division’s dual mandate of preserving Canada’s political, social, and economic integrity as well as Protective Operations.• Assist internal RCMP and external Canadian policing partners with hostage rescue, surveillance and reconnaissance, breaching, secure communications, tactical trauma care, and planning and evidence collection.Key Accomplishments:• Steer exceptional troop development and training and guide teams in completing security objectives within high risk areas.• Established international operations capabilities in Eastern Africa, Eastern Europe, Afghanistan, Jordan and Israel.

• Optimized the performance of 9 operational support teams with a total of 60 employees, including the Open Source Criminal Intelligence Section, Sensitive Information Handling Unit, National Security Threat Assessment Section, Passenger Protect Program, Border Integrity, Data Processing & Reporting Unit, Intake Unit, Assessment Unit, and Counter Terrorism Information Officer Program. Key Accomplishments:• Monitored information transfer with a keen emphasis on proactive risk management for national security documents. • Achieved project objectives and deliverables and communicated with executives regarding required security updates.

• Played an integral role in Canada’s strategy to combat Human Smuggling and Illegal Migration by gathering current, coordinated, and integrated operational intelligence on migrant smuggling by sea for the Operations Co-ordination Committee (OCC).• Compiled and analyzed intelligence information provided by all of the NJIG partner agencies (RCMP, CSIS, CBSA, CSE, Transport Canada, DND, and DFAIT).Key Accomplishments:• Engaged with key domestic and international partners as well as government officials in source and transit countries to evaluate information and produce timely intelligence assessments in the form of “Red Reports”.• Led the intelligence component of task force in effectively interdicting many illegal migrant vessels, successfully barring their arrival to Canada.

• Harnessed over a decade of experience working in classified environments with national and international agencies to provide executive leadership in coordinating all aspects of security and intelligence operations. Key Accomplishments:• Cultivated partnerships with SAIC by leveraging technical security services, identifying needs to provide viable security solutions, collaborating with SAIC sales director, and sustaining positive working relationships.

• Liaised with the Royal Canadian Mounted Police, Canadian municipal and provincial policing agencies, UK (SAS and GCHQ), Australian (SAS) and New Zealand (SAS) Special Forces, UK Met Police (UK), and Federal Bureau of Investigation (FBI – US) regarding counter terrorism and Computer Network Operations (CNO).• Consulted with 5 EYES Special Forces (US (CAG and DevGru), UK (SAS and SRR), Australian SAS, New Zealand SAS) on matters related to forensic activities.Key Accomplishments:• Directed a multidisciplinary forensics team in international combat zones and provided network and forensics analysis tools as well as training and operational support for CNO.• Facilitated educational briefings on counter terrorism procedures for the Royal Canadian Mounted Police and Canadian municipal and provincial policing agencies.

• Took charge of 4 national operational support and R&D teams while managing an annual budget of $1.8M and tracking all research and development projects.• Presided over media analysis policy improvement, hardware forensic analysis, and digital media forensics for the Technical Analysis Team.• Drafted cabinet memorandums for branch funding and tracked budgets and purchases for national projects. • Spearheaded software development, computer forensics workshops, and training processes for branch investigations and national and foreign partners.Key Accomplishments:• Supported the design and implementation of a nationwide multi-tiered high security network and supplied the Forensic Utilities Research Team with data exploration techniques and tools.• Detected network intrusions and aided malicious code reverse engineering in conjunction with the Network Intrusion Operations Team and Open Source Intelligence Team.

• Administered an annual budget of $800K and supervised 18 investigators and support personnel in the investigation of legal access to information systems and forensic analysis of seized media.• Processed operation support requests from federal investigations units across Quebec and extended forensic analysis resources for all criminal investigation units of the RCMP.Key Accomplishments:• Prepared seized media for presentation in court and participated in numerous legal proceedings, applying expertise in gathering exhibits, maintaining continuity, and generating briefs for criminal prosecution.• Acted as a lecture and instructor for the SANS Advanced Intrusion Detection Track and Electronic Search and Seizure Course at the Canadian Police College.• Performed as a member of the SANS/GIAC Intrusion Detection Advisory Board and instructor for the SANS Institute Security Essentials Track and Intrusion Detection Track.
