Charged with assisting in the overall management of Department-level budget formulation oversight for: U.S. Customs and Border Protection (CBP), U.S. Immigration and Customs Enforcement (ICE), and the U.S. Citizenship and Immigration Service (USCIS).Qualification highlights and Special Duties:-Chief Architect of DHS Common Appropriation Structure (CAS). Coordinated submission of all fifteen DHS Components Congressionally-mandated CAS crosswalks. Crosswalks were based on comparing historical appropriations to new common structure I was responsible for creating. Work included several briefs to and working sessions with Congressional stakeholders and Office of Management and Budget (OMB) personnel.-Member of Data Act Team responsible for mapping out high level financial accounting process form Budget Formulation to Appropriation to Execution to Financial Reporting.-Creator of DHS Mission 3 (Immigration) Cost Model. Simplified multi-agency, multi-department process using linear mapping and expected values into a usable model that can predict cost impact of known immigration flows.-Oversight of numerous major acquisition projects valued in the hundreds of millions.Member of several Acquisition Review Teams (ART).

Responsible for the overall planning and execution of audit remediation and transfer to sustainment of all General Property, Plant, and Equipment, Inventory and Related Materials, and Environmental Liabilities line items.Qualification highlights:- Lead team ranging from 50- 120 personnel dedicated to ensuring USCG audit compliance by FY13 deadline. Based on USCG achieving property audit compliance, DHS achieved overall financial statement audit compliance as a Department.- Understanding the current federal accounting standards landscape, actively sought out opportunities to work on SFFAS #35 acting as main presenter to FASAB VP in charge of authoring the standard.- Founding member of USCG Financial Management Accounting Oversight Board (FMAOB) – agency equivalent of an accounting standards board; served on board from its inception until transferred to DHS.- Oversaw the review, verification and validation of proposed and actual corrective actions, and the development and periodic updating of audit remediation mission action plans (MAP) plans.- On scene leader for site visits including strategic selection of sites based on audit objective, travel, local visit coordination, and site visit and process change documentation.- Created USCG financial procedures manual, and led in creation of majority of property accounting procedures from inventory to personal property to real property to leases.- Active management of multiple procurement actions over $10 million.- DHS CFO Award winner in 2013, 2012, and 2010; nominated in 2011.

Managed budget formulation and execution of $120M in annual funding, including annual appropriations and revolving funds. Acted as major unit point of contact to independent auditors and USCG Headquarters for all CFO Act issues. Special duties: Understanding the then current federal accounting standards landscape, actively sought out opportunities to work on FASAB Interpretation #7, editing passages of interpretation w/FASAB VP after presentation to Board.

Supervised a team of twelve researchers, including multiple Ph.D. candidates, while earning two graduate degrees. Special duties included: Participation in multiple case competition, including the national competition in Washington, D.C. sponsored by National Public Radio and one of the nation’s largest accounting firms.

Responsible for day-to-day execution of $40M in annual budgets and responsible for forensic accounting of $1 Billion dollars in total contract value. Through forensics, discovered $500K in unused funds that was returned to national treasury, reducing national debt. Special duties included Coast Guard Cutter Spar launch coordinator. The Spar was a ship dedicated to the Coast Guard women's reserve who served under that nickname “Spar’s during World War II. S. P.A. R. is an acronym for the Coast Guard motto: Semper Paratus, Always Ready. The launch in Marinette, Wisconsin was attended by fifty World War II veterans and their families, several congressional members, as well as then-Attorney General of the United States, Janet Reno.

Responsibilities included planning ship’s schedule, and management of department, crew, and budget. Area of responsibility included the Northern Chesapeake Bay and Northern Delaware Bay. Qualified as ship driver and small boat coxswain. Special duties included: Y2K Planning Officer, member of De-Commissioning Team (Red Wood was sold to Argentina), and member of local maritime community Ice Operations planning council. Philadelphia is the major petroleum receiving port on the East Coast, and keeping the waterway clear of ice is essential to ensuring home heating oil gets to elderly and younger members of the local communities.
